Key Service Responsibilities: Ensure the Council meets its compliance obligations and statutory responsibilities regarding health and safety, including but not limited to LOLER (Lifting Operations and Lifting Equipment Regulations), EICRs (Electrical Installation Condition Reports), communal lighting, fire alarm systems, and individual fire alarms. Maintain a comprehensive and up-to-date survey of electrical risks, ensuring effective risk management plans are in place that align with the Council's policies and procedures. Ensure that all remedial and follow-on works are prioritized based on risk, and that testing, inspection, and servicing processes are fit for purpose. Ensure all records, certifications, and data are accurately maintained and validated. Act as the primary point of contact for electrical safety issues, liaising with both internal and external stakeholders, and providing expert advice to colleagues to support their responsibilities. Provide detailed technical advice on electrical safety requirements, ensuring risk reduction efforts are in line with best practices. Advise on the specification and scoping of electrical works to ensure they meet the Council's requirements. Support the development and delivery of the investment and new build programme by providing specialist input on electrical safety management to maximize efficiency and long-term value for the Council and its customers. Manage and administer the Council's landlord compliance contracts effectively, ensuring performance standards are set, progress is monitored, issues are resolved, and value is delivered to customers. Assist the Head of Service with financial planning, budget setting, and budget optimization for landlord compliance, ensuring a long-term, risk-reducing approach is developed. Use IT systems and new technologies to enhance efficiency and service delivery, handling face-to-face, telephone, and written inquiries in line with best practices. Proactively contribute to change management efforts by applying a systems-thinking approach to identify and address areas for improvement. Handle queries from both internal and external stakeholders, offering advice and guidance as needed. Ensure services are delivered in accordance with key performance indicators (KPIs), service standards, and quality frameworks. Lead on the work priorities established by the Compliance and Building Safety Manager. Identify opportunities for income generation, and explore digital, business, and efficiency innovations across the Council.
