This role within the Customer, Strategy & Investment Team in the Wales & Borders Route, will be responsible for leading strategies and developing choices for funders for the 10 to 30 year strategic planning horizon.
Key activities will include writing strategic advice, managing complex stakeholder relationships, producing business cases and aligning with strategies and plans from across the rail industry. All activity will look to align to the Department for Transport Strategic Objectives, and/or the Welsh Government Wellbeing of Future Generations Act.
The role will work in close partnership with teams at all stages of the investment lifecycle, key stakeholders in Transport for Wales (TfW), Welsh Government and the Department for Transport (DfT), as well as other partners across the railway industry such as passenger and freight operators.

* Cardiff Central Capacity Study
* Wales & Borders Decarbonisation and Fleet Strategy
* Climate Change Adaptation Pathways
* Depot and Stabling Strategy
* Strategic Advice to Local Railways
It’s a really exciting time to work in the Strategic Planning team as we are currently developing and defining how we can best utilise the opportunity of GBR Rail Reform to carry out long term strategic planning in the most effective and efficient way, to better provide a line of sight to better outcomes and benefits to passengers and freight users, as well as to the economy as a whole.
All of this builds upon the work in the past year to become more collaborative within Wales under Cyfuno, a Welsh word meaning ‘to combine’, or ‘work together’ and pronounced ‘Kuh-VEE-noh’.
This approach also recognises our respective regulatory commitments, as well as our individual and joint relationships with and responsibilities towards other stakeholders such as train and freight operators, funders and governments.
About the Role
This role is based in Cardiff, St Patrick’s House. Given this role’s focus on stakeholder relationships within and between Network Rail, TfW, and other industry partners such as freight, train operating companies and Welsh Government, and being a part of a large, Cardiff-based team, the successful candidate will want to spend at least 3 days per week in person in Cardiff, because this is where the majority of the key team members and stakeholders are based. Some occasional business travel to other locations may also be required.
The successful candidate will have experience in stakeholder management and influence at varying levels, leading key pieces of work, an understanding of and ability to work in a political environment, and collaboration skills.
Ideally, the successful candidate will have an understanding of the Llwybr Newydd, the Wales Transport Strategy and the Well-being of Future Generations (Wales) Act 2015, and also an appreciation of the Welsh language.
Your Main Responsibilities will be to:
* Facilitation of cross-functional input to the development of route plans.
* Develop route plans for specified routes, both from internal perspective (i.e. Operating Route / Area) and external perspective (i.e. by strategic route), making decisions based on the needs and priorities of stakeholders to make certain that they are being met (e.g. regulatory outputs and customer commitments).
* Co-ordinate analysis for capacity studies, taking into account the existing capability, contractual & regulatory obligations, and the implications of expected future traffic levels.
* Review route plans for consistency with other industry plans, particularly relating to new rolling stock.
* Prepare Route Plans (forming part of the business plan suite of documents) and long-term projections of maintenance and renewals and outputs for each strategic route.
* Review new franchises specifications to ensure that they are consistent with our route plans and that the performance impact of revised specifications is acceptable.
* Review maintenance and renewal plans for consistency with route strategies and making sure renewals and enhancement projects reflect the needs of the route.
You will ideally have
* Experience of network strategy and business planning.
* Understanding of the basic infrastructure issues which influence capacity.
* Good relationship management with good experience of cross-functional, collaborative working.
* Good communication skills (both written and verbal).
* Good commercial and financial awareness, including understanding economic trade-off analysis.
* Knowledge of rail industry and commercial framework.
