Route Services is a division of Network Rail that provides the Routes with services so they can help Network Rail deliver a better railway for a better Britain. This role sits within Supply Chain Operations (SCO), an area of the business which supplies and delivers the logistics, materials, components, rail and road fleet that enable the maintenance and renewal of the railway.
SCO keeps the materials, machinery and components required by its customers moving – making sure they are on-site when needed so work can go ahead as planned and on schedule.
About the role (External)
In this role, you will be responsible for creating and managing isolation plans, including renewals, projects, programs, enhancements, and maintenance plans. You will provide key technical expertise to ensure these plans meet the needs of the business and clients in a cost-effective and reliable way. Additionally, you will help develop both short-term and long-term isolation strategies and ensure they are successfully implemented.
Key accountabilities include:
1.Lead the production of annual and quarterly work plans, that co-ordinate and optimise the availability of track access with the function’s renewals, project, programme and maintenance plans.
2.Manage the production and long-term documentation of the isolation plan including any switching requirements up to and including Confirmed Period Possession Plan (CPPP), TW-26 weeks, in accordance with Electrified Lines Working Instructions.
3.Provide technical and operational expertise on the Electrified Lines Working Instructions to support the planning and engineering community, including any isolation improvement programmes and annual technical reviews.
4.Identify and request critical access and resource requirements for items included in the annual and quarterly plans. Review any incidents and irregularities that may occur, compiling technical reports, to continually improve processes and safety.
5.Manage the isolation plan so that it is fully utilised and monitor progress to the plan and make changes as required. Provide guidance in the development of recovery programme and contingency plans in order to meet changed objectives.
6.Act as the function’s interface between long-term integrated planning and area planning teams, supporting the development of best practise strategies to plan and manage isolations today and in the future, setting the benchmark for the isolation planning community.
7.Monitor and challenge contractor’s planning processes so that they comply with Network Rail procedure requirements.
8.Identify key possession requirements and assist the planning team with the PPS submission process in order to meet current planning standards.
9.Monitor that all programmes are regularly updated, reports on progress provided and that they are distributed as necessary. Review and verify new isolation diagrams and instructions.
10.Maintain records specific to the isolation planning process as required by the Standards and the Health & Safety Management System.
11.Lead the production of Isolation plans checking compliance with relevant Legislation.
The ideal candidate will demonstrate the following criteria:
Essential
·Successful experience in railway and operational planning.
·Educated to degree level or equivalent relevant experience.
·Demonstrable knowledge of National Railway geography (relevant to area covered).
·Demonstrable knowledge of the Electrified Lines Working Instructions and isolation planning standards.
·Knowledge of Rulebook, Sectional Appendix and Weekly Operation Notices.
·Able to demonstrate understanding of methods of working for isolation planning, taking of isolations and electrical feeding arrangements.
·Understanding of the electrical engineering requirements of work on the railway.
·Knowledge of Possession Planning System (PPS).
·Qualified AC Isolation Planner (AC IP).
·Successful line management experience.
Desirable
·Good working knowledge of OHL construction techniques and plant.
·Able to demonstrate ability to build relationships with engineers at all levels.
·Experience of project management methodologies.
