As a Senior Engineer in Flood and Climate Resilience Management, you will be a key member of the team that helps reduce flood risk to the City of Leeds, protecting residents, businesses, and critical infrastructure.

As a Senior Engineer, you will bring to the role:

* An understanding of drainage, sewerage systems, and basic drainage law.
* An understanding/appreciation of the Flood and Water Management Act 2010 and related flood risk management legislation.
* Minimum 3 years relevant experience in the delivery, management, inspection, operation, and maintenance of flood risk management or related assets.
* Ability to work with minimal supervision to manage competing priorities while delivering on a range of schemes and adapting to changing circumstances.
* Proven leadership skills, including the ability to engage and motivate people.
* Great presentation skills and the enthusiasm to present to a wide range of people, with exceptional customer service and communication skills focused on achieving the best outcome for the community.
About the role
We have a rewarding opportunity for a Flood Risk professional working with other teams across Flood and Climate Resilience Management and the wider Civil Engineering service area. This is a senior role that offers a diverse and challenging workload. You will lead, support, advise, and assess the work of others both within the council and external parties, including consultants and contractors, to ensure we protect against present and future flood risk.
This role is part of our Investigations Team, where you will be involved in:
* Collaborating with FCRM colleagues to understand council-owned critical ordinary watercourses/flood risk assets, exploring opportunities to fund and deliver proactive surveys and maintenance works.
* Working with council colleagues to address surface water flooding issues on council property and implement solutions to reduce flood risk.
* Managing operational staff that investigate and report on significant flooding across the city, ensuring compliance with the Land Drainage Act 1991 and the Flood and Water Management Act 2010.
* Maintaining council-owned ordinary watercourses, identifying maintenance needs, raising works, working closely with contractors, and ensuring equality in service delivery.

Job Purpose To work as a Senior Member of the Flood and Climate Resilience Management Team engaged in all works to reduce flood risk in Leeds, as well as to engage in the delivery, inspection, operation, and maintenance of flood risk management assets, and supervise the work of other staff within the team.
Responsibilities
* Manage a small group of staff and the supply chain engaged in the delivery, inspection, operation, and maintenance of flood risk management assets, including the Leeds FAS.
* Motivate and coach staff to achieve Corporate Plan, Service Plan, and Divisional Plan objectives.
* Supervise, appraise, and support members of the team.
* Promote and deliver positive solutions to achieve diversity and equality in all aspects of service delivery.
* Represent the Service, the Department, and the Council as a Senior Officer at various meetings.
* Maintain a good awareness of Health and Safety legislation.
* Undertake other duties of a similar nature and responsibility as may be determined.

* Minimum 3 years relevant experience in the delivery, management, inspection, operation, and maintenance of flood risk management or related assets.
* Well-developed computer skills in relation to the delivery of highway and flood risk management schemes and asset management.
* Ability to plan and carry out flood incident management activities with a particular focus on the Leeds FAS.
* Experience of delivering and managing schemes and assets to meet customer needs using scheme management techniques and reporting recommendations.
* Appreciation of the public sector and its relationship with the private and third sectors.
* Ability to interpret corporate vision and values and put them into practice through agreed policies and strategies.
* Ability to communicate key issues clearly and succinctly both in writing and verbally.
* Ability to write reports and carry out presentations, including post-flood investigations and Section 19 reports.

* Ability to work in close liaison with Flood and Climate Resilience Management Senior Officers and members of the public.
