Tasks
1. Administer staff consultation and grievance procedures
2. Assign projects to subordinates and staff relating to employment, compensation, labour relations and employee relations
3. Coordinate the activities of the HR department in order to ensure they meet the organization's goals
4. Plan and control budget and expenditures
5. Plan, develop, implement and evaluate human resources policies and programs
6. Advise managers and employees on the interpretation of human resources policies, benefit programs and collective agreements
7. Establish and implement policies and procedures
8. Mediates labour disputes and grievances
9. Oversee the classification and rating of occupations
10. Plan, develop and implement recruitment strategies
11. Research and prepare occupational classifications, job descriptions and salary scales
12. Administer benefit employment equity and other human resources programs
13. Manage contracts
14. Co-ordinate employee performance and appraisal programs
15. Manage training and development strategies
16. Oversee the analysis of employee data and information
17. Research employee benefits and health and safety practices and recommend changes
18. Respond to employee questions and complaints
19. Hire, train and supervise staff
20. Negotiate collective agreements on behalf of employers or workers
