Job overview
We have an exciting opportunity for a highly motivated clinically qualified individual to join the Central Norfolk Place Team. You will have the strong interpersonal skills and be experienced at working with others within and outside of the Integrated Care Board to review pathways/services and deliver change. Previous experience of project management, transformational change and commissioning would be advantageous, as you would be providing an effective coordinating function for our local health and care system, harnessing partners' efforts to deliver transformation, resilience and sustainability.
The Central Place Team work flexibly and remotely but attendance is required at County Hall, Norwich for meetings and additionally there will be a requirement to travel to meet with providers across Central Norfolk.
Main duties of the job
The key objectives are to ensure a system-wide approach to developing and implementing service transformation changes and clinical pathway improvements within Norfolk and Waveney Integrated Care Board (ICB) commissioned provider services with a particular focus on Central.
The post holder will work as a member of the Central Team to deliver initiatives that address locally determined priorities (System integration, Health inequalities and Urgent and Emergency Care priorities) and system priorities.
The post holder will provide specialist clinical advice to the Team and be a specialist advisor to all staff and related agencies.

Detailed job description and main responsibilities
* To provide expert advice and a clinical perspective for Norfolk and Waveney ICB within Central on service transformation and clinical programmes.
* To represent Central at meetings focusing on clinical transformation.
* To ensure collaborative working with appropriate stakeholders to embed clinical transformation within all provider organisations.
* To liaise with the nursing and quality team as appropriate to participate in the investigation and management of clinical quality issues and risks.
* Produce and provide written and verbal reports as required for Norfolk and Waveney ICB and for external organisations.
* In partnership with external agencies to deliver a clear and consistent message across the whole health and care economy.
* Lead on areas of transformation including establishing relevant clinical steering groups and or networks to oversee improvement in service delivery and health outcomes.
* To ensure that the N&W ICB priorities and the Central priorities are embedded into transformation programmes.
Person specification
* Must have a current registration in a healthcare profession
* Specialist knowledge of the NHS Long Term Plan as relevant to acute transformation and clinical programmes.
* Be able to provide and receive highly complex, sensitive or contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups.
* Negotiate on difficult and controversial issues including performance and change.
* Experience in delivering pathway changes to improve patient care
* Experience in developing and implementing clinical quality and performance frameworks and clinical transformation programmes
* Comprehensive experience of project principles techniques and tools such as Prince 2 and Managing Successful Projects.
Hybrid Working
The ICB operates a flexible approach to working. It is expected the majority of our staff will work from a combination of home and office (where possible). For staff designated in a hybrid role they should have a safe and suitable place to work with Broadband access and space for a desk, chair and monitors. At interview a discussion will take place between the recruiting manager and the candidate to ensure they are clear on what is expected.
