Job Description To lead and manage the Fleet Service Compliance and Training Section and co-ordinate the activities and functions of the team to ensure the delivery of a consistent, high quality, best value and customer focussed service. As a member of the Fleet Services Management team, the post holder will have a major part to play in the further development and provision of a comprehensive transport and Fleet Management service including pool cars, compliance & projects. A key part of the position is the continual review and development of Goods Vehicle Operators Licence legislation, pool car management & development, providing departmental advice and delivering vehicle related training and assessment. Responsibilities Ensure that high quality customer focused services are delivered in an effective manner in accordance with Best Value principles. Lead and manage Fleet Compliance and Training to achieve overall service and team targets and objectives. Maintain awareness of changes in legislation, regulation and good practice with regard to driver training, assessment and Goods Vehicle Operators Licencing. To manage, compile and deliver the Moray Councils Statutory Driver Certificate of Professional Competence training programme. Contribute to the development of an effective fleet service by monitoring defined objectives and targets, key results and outcomes. To take a lead role in achieving specific goals within improvement plans, Business Continuity and Risk Management. Manage and monitor cost of service provision within the overall Fleet Services budget. Represent Fleet Services as required on internal and external working groups, liaison with external agencies, etc. Manage & develop the councils pool car scheme to achieve best value & customer satisfaction. Assist with projects related to the development of Fleet Services in relation to new & emerging technologies. The Individual Demonstratable experience in supervisory management experience in a Transport Management environment. Demonstratable experience in a transport training and assessment environment. Success in devising and implementing tangible service improvements and securing the support of others in the process. A record of successful customer and stakeholder engagement and resultant excellent customer services. Experience with IT systems. Certificate of Professional Competence in National Road Haulage Level 2. Supervisory Management qualification or equivalent Full clean Cat B driving licence. Extensive knowledge of Transport Management. Proven track record of recognising & implementing managing change within a major transport operation. Ability to manage and a budget. Ability to organise effective workforce training and logistics. Health & Safety awareness. IT Skills with MS Office and bespoke Fleet systems. You will be expected to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the Service. Due to the rural nature of Moray this is normally undertaken by use of a car/van. To have sound judgement and work under own initiative. Ability to work to tight deadlines and to a specific timetable. Able convey training course content to a high level. Able to deliver training whilst being audited by national assessors. Strong Communication skills (written and oral) with the ability to engage with others to build productive relationships with key stakeholders. Ability to deliver effective training within a diverse group of trainees with a strong, assertive customer focussed ethos. Ability to work accurately to specific training syllabus timetable. Willingness to work flexibly and when required, outside office hours. Able to work under pressure to balance competing demands and sustain outputs.
