The role
London or Manchester (Hybrid working model, 2 days a week office based, 3 days remote)

An exciting opportunity has arisen for a Head of Regulatory Engagement to join The Regulatory Engagement team. This team has overall responsibility for managing engagement with DCC’s regulatory stakeholders (primarily Ofgem and DESNZ) and helping to shape DCC’s regulatory framework and will require you to perform the following key functions:
1. Continue to develop and implement the regulatory engagement strategy and plan for engaging Ofgem and Government (and other key regulatory stakeholders) in support of DCC’s wider business strategy
2. Build strong relationships with DCC’s regulatory stakeholders to shape and influence the external environment and ensure DCC remains on the front foot
3. Engage very closely with the rest of the business and the S&R team, particularly the price controls teams (ex-post and ex-ante) to ensure DCC is meeting its price control regulatory requirements, and deliver on DCC’s shareholder objectives
4. Identify, track and respond to relevant policy and regulatory consultations in order to influence the external environment
5. Ensure DCC’s ExCo and senior leadership team is engaged and kept up-to-date on key regulatory issues with specific ownership of Chairman, CEO and ExCo briefings note
6. Establish clear objectives for the Regulatory Engagement team and motivate and support the team in achieving them
7. Lead a cross-functional group within DCC to ensure our engagement remains joined-up, consistent and influential at all levels
What will you be doing?
1. Strategy and planning for engaging regulatory stakeholders
2. Coordinating engagement (incl. agendas and briefings) at Chairman, CEO and ExCo level
3. Building close working relationships at all levels across DCC and create the environment for the same to happen externally
4. Ensure all briefings and consultation responses are prepared, coordinated and tailored for the audience and presented in a clear and well-evidenced manner
5. Implementing methods for information sharing, so as to encourage the pooling of stakeholder intelligence within DCC and to ensure alignment in our messaging
6. Identify, escalate and report on, material issues arising in DCC’s work with Regulators, including within the Strategy and Regulation function and to relevant senior management
Key Stakeholders
Government and regulators – DESNZ, Ofgem and developing relationship with Ofcom on relevant telecommunication regulation and DSIT (as appropriate).
Industry Code organisations – Smart Energy Code Panel and Retail Energy Code Company.
DCC departments (Design, Build and Run, Customer Engagement, Finance etc).
What are we looking for?
Skills and Experience
1. Proven track record of building relationships and collaborating across organisations
2. Demonstrably strong written and oral communication skills, including a track record of submitting influential written submissions.
3. Experience in horizon scanning policy landscapes and analysing change and interpreting what that means for an organisation
4. Ability to prioritise across complex and conflicting demands
5. Ability to engage with and influence senior stakeholders
6. Proven track record in explaining complex concepts to those with less background knowledge
7. Proven leadership skills working across peers and as a line manager
8. Experience with Executive and Board level interaction (desirable)
