About the role
The Project Governance Manager is responsible for the strategic and operational development of the governance framework for the Capital Investment Programme and the Council’s Programme of Service Improvement and Change.
This role ensures that effective governance structures, controls, and reporting mechanisms are in place to assess project progress and risks, ultimately supporting the Council’s objectives and enhancing service delivery. By embedding a performance assurance framework and facilitating stakeholder engagement, the role plays a critical role in driving successful project outcomes and fostering accountability across all levels of the organisation.
What will you be doing?
1. Developing and managing performance and quality assurance reporting processes for capital investment and service improvement projects, ensuring alignment with governance standards.
2. Developing, implementing and managing a comprehensive project management framework to provide accurate management information to support governance processes across Directorates.
3. Collaborating with stakeholders to establish and manage an effective governance framework and controls for project and programme assurance, ensuring transparency and accountability.
4. Monitoring compliance with governance arrangements, conducting risk analysis and quality assurance checks on all projects and programmes.
5. Developing and maintaining systems to track benefits against business cases and ensure they are realised throughout the project lifecycle.
6. Maintaining strong working relationships with senior stakeholders and members to facilitate effective decision-making and data collection.
7. Providing direction and governance to the project management function across the Council, promoting collaboration and best practices.
About you
We're looking for someone with a diverse range of knowledge, including a strong base of literacy and numeracy skills, advanced governance procedural understanding, technical expertise in project management systems and a core organisational administrative understanding.
This knowledge can have been acquired through formal education, professional training, and practical experience. Specific experience of work in a public sector change function would be beneficial.
This combination will help to ensure that you can successfully navigate the complexities of project governance, engage effectively with stakeholders, and uphold compliance with relevant regulations, ultimately driving successful project outcomes within NNC.
