CHIEF ENGINEER (INFRASTRUCTURE ASSURANCE)
Location: PORTSMOUTH

What’s the role all about:
You will provide technical governance, legislative, regulatory and safe to operate assurance of the Infrastructure at Portsmouth Naval Base. Working with internal and external teams across the Team Portsmouth enterprise comprised of MOD and industry partners, you will be comfortable operating in a complex and volatile environment where you will draw on your vast experience of technical delivery in the built environment.
You will inspire innovation and build strong and trusted relationships to enable the development of modern, data led, solutions and services.
Your key experience will be:
1. You will be a chartered engineer with cross discipline experience of electrical, mechanical and civils
2. Gained as a manager within the construction / facilities / asset management industry at strategic, operational and tactical levels
3. In leading engineering activity across asset and project lifecycles with a focus on commissioning and handover to deliver the required estate and programme outcomes
4. In maintaining a system of systems viewpoint while understanding component level design and investigation rationale when required
5. In assuring compliance to all relevant statutory and regulatory legislation within a maritime and built infrastructure environment
6. In safely satisfying operational demands in an uncertain climate with new and aged infrastructure
7. In approving standards & specifications for use by other internal departments
8. Experience / knowledge of creating and implementing maintenance strategies including, but not limited to Condition and Risk Based Maintenance.
9. In supporting the development of strategic plans for infrastructure and business improvement
10. Experience / knowledge of Building Management Systems (BMS) and strategies to exploit these in the built environment to support the Naval Base’s journey towards Net Zero Carbon.
11. Experience of Building Information Management (BIM) and Asset Data Management systems
12. Utilising a flexible and proportional approach to governance in order to retain control in a fast paced environment through collaboration across client and internal engineering teams, delegation & audit
13. Supporting increased maturity of information exploitation to business operations such as utilising asset telemetry / IOT solutions and collaborative working environments for a range of different purposes

You’ll ideally have the following qualifications, memberships etc:
29. Membership of related technical professional body such as CIBSE, IMechE, IET,
30. CEng, or equivalent technical accreditation / membership.
31. Health and Safety training i.e. IOSH Managing Safely, CITB SMSTS or CSCS or equivalent
32. Hold, have held or eligible to apply for security clearance
