Public Health Principal - Drug and Alcohol Strategic Commissioner
£500 per day (umbrella)

Spencer Clarke Group are looking for a Public Health Principal - Drug and Alcohol Strategic Commissioner. This is a key opportunity to lead and drive all-age drug and alcohol strategic and commissioning programmes, delivering meaningful outcomes and reducing inequalities for individuals and communities.
Key Responsibilities:
Lead and manage all-age drug and alcohol strategic commissioning programmes, including prevention, treatment, and recovery initiatives.
Oversee procurement and contracting processes for substance use services, working collaboratively with procurement, finance, and legal teams.
Interpret complex data sources, such as Joint Strategic Needs Assessments (JSNA) and NDTMS data, to inform decisions.
Develop and manage projects using project and change management tools, ensuring programmes are delivered effectively.
Build and maintain strong networks with health and social care teams, service providers, and multidisciplinary teams.
Facilitate workshops and activities, engaging with public sector partners, residents, and voluntary organisations.
Travel across the county, with occasional regional or national travel.
Essential Qualifications and Experience:
Degree in health, care, or a relevant field, with at least 5 years of leadership experience in public health or a related organisation.
Extensive experience in commissioning and strategic management of substance use services.
Strong communication skills, both written and verbal, with the ability to present evidence and influence stakeholders.
Proven ability to lead multidisciplinary teams and manage competing priorities under pressure.
Experience in change management, programme management, and facilitating workshops.
In-depth knowledge of using data to support decision-making and programme delivery.
Full UK driving license with access to a vehicle.
