Interim Strategic Development Manager

Pay Rate: up to £27.45 per hour PAYE, DOE

With the support of the Intelligence Analyst, the post holder will be responsible for delivering on a number of planned projects over the next 12 months which will include overseeing the undertaking of a strategic needs assessments and also supporting the refresh of partnership strategies and delivery plans.
In order to successfully deliver on the above the candidate will need to oversee the collation and analysis of intelligence, management information and statistical data to inform service improvement and evidence based practice. It is therefore essential that they have experience of analysing, interpreting and communicating data.
Key responsibilities:
Be the strategic advisor to the Rochdale Safer Communities Partnership Board. Facilitating board meetings, coordinating work programmes and performance reporting of priority groups; ensuring the effective operation of the Safer Communities Partnership structure.
Lead on the development and coordination of relevant community safety partnership strategies and policies and the subsequent development of implementation plans in relation to these work streams.
Establish partnership arrangements in support of the delivery of strategic plans and propose governance arrangements in relation to the delivery of these plans.
Develop effective links and partnerships with key partners, ensuring full engagement to drive forward improvements in our community safety and public health approach in Rochdale Borough Council.
Analyse, interpret and present a wide range of evidence and data in order to develop a compelling case for interventions, constructing robust needs assessments, business cases or options appraisals.
Develop, propose and promote business plans and proposals relating to programme development and delivery, including setting out investment plans, setting out key performance indicators and outcomes and establishing monitoring arrangements in support of their delivery.
Develop delivery plans, including setting targets and measures to support effective programme delivery within the wider council performance management framework on behalf of the service.
Responsible for the effective analysis, interpretation and presentation of a wide range of evidence and data in order to develop a compelling case for intervention, constructing robust needs assessments, business cases or options appraisals for a range of community safety work programmes.
Develop and maintain effective systems of consultation, community involvement and engagement and partnership working to achieve service priorities.
Prepare and present service performance information to Elected Members and key stakeholders
Key requirements:
Educated to degree level or equivalent experience
High level of understanding of knowledge of project management techniques and their application
An understanding of the politically sensitive environment in which local authorities operate and an awareness of the role of locally elected politicians
Extensive experience of working with performance management frameworks.
Extensive experience of analysing, interpreting and communicating complex data; both quantitative and qualitative.
Experience of undertaking research and analysing complex data using a variety of methodologies
Experience of working in the field of community safety, crime and anti-social behaviour reduction and/or public health
Highly developed interpersonal skills, and the ability to apply these effectively in forging strong working relationships with a range of diverse partners
Excellent negotiating skills to identify and facilitate effective delivery of public health programmes through partnership working
Ability to operate effectively within the governance arrangements, political context, and financial constraints of a large public sector organisation
