As the Technical Manager, it is your responsibility to ensure the management and co-ordination of the external consultant team through all stages of project procurement (Land & Planning, Commercial, Production, Sales and Adoptions) and actively support the Project team in all matters arising.
Ensuring that all disciplines are fully joined up and in synchronisation. Checking layout drawings, suppliers and manufacturers' details. Assisting in obtaining necessary Building Regulation Technical Approvals and advising all internal Teams of updates and progress. Efficiently resolve and co-ordinate any issues arising from the external consultants.
What you will do:
Planning
1. Appraise potential land opportunities including summarise site constraints and estimate fee and service budgets.
2. Review and provide Technical comment on applications prepared by the Land & Planning function
3. Responsibility for the clearance of planning conditions and S106 planning obligations
4. Responsibility for the preparation and submission of S73/S96a applications where technical design changes necessitate
Detailed Design
5. Prepare design tenders, review submitted tenders and appoint consultant teams in accordance with the Operating Framework
6. Prepare and maintain a detailed design programme in accordance with PMIP target dates
7. Ensure the preparation of comprehensive, coordinated working drawing packages for tender and construction (residential and non-residential) in accordance with Group standard product, standard details and standard specifications where appropriate utilising external consultants where necessary.
8. Organise and lead design team meetings
9. Prepare, submit and secure Building Regulations Approvals for developments.
10. Clear all Building Regulation conditions to ensure CML’s can be delivered in line with Regional targets and budget.
11. Maintain a good understanding of environmental/ecological constraints to development and ensure that appropriate mitigation is undertaken to allow development to proceed in line with the Regional Programme.
12. Undertake detailed assessment and approval of all supporting suppliers and manufacturer’s information
13. Obtain all assessments and ensure compliance with HQI, Lifetime Homes, Building for Life, DQS etc.
14. Review and comment on the technical content of all sales literature to ensure compliance with working drawings
15. Maintain records of design changes/value engineering incorporated into finalised designs
16. Review and comment on any tender queries promptly, advising on the technical suitability of any value engineering proposals
17. Ensure CDM/EMS processes are followed and recorded throughout the design process
18. Secure S278, S38, S104. S106, S185 agreements as necessary
19. Maintain fee trackers and prepare cost movement reports monthly
Site Support & Supervision
20. Ensure CDM/EMS site start processes and site close out procedures are followed and recorded
21. Promptly resolve site queries in close conjunction with the project team
22. Support the site sales team to ensure accuracy of sale information
General
23. Prepare for, attend, and participate in all necessary key meetings as required by the Operational Framework/PMIP process.
24. Attend site as necessary to fulfil the responsibilities of the role
What you will have:
25. A thorough knowledge of the full development/ technical process. Previous experience as either a Technical Coordinator or Technical Manager within a development organisation preferred
26. Industry related qualification
27. Attained or working towards a professional accreditation with RICS, CIOB, ICE or RIBA
28. Ability to work under own initiative
29. Excellent communication skills and team work
30. Ability to manage external consultant and team and ensure all deadlines are met
