About theTeam
The Enterprise and PropertyTax (EPT) Team is a high-profile, diverse, and encouraging team.EPT is responsible for aspects of the tax system that encourageinvestment and entrepreneurship in and by business, including thetax-advantaged venture capital and employee share schemes, CapitalGains Tax (CGT), capital allowances, social investment and creativesector reliefs, and research and development tax credits. EPT alsodeals with all aspects of commercial and residential propertytaxation, from business rates and council tax to stamp duty landtax (SDLT). Recent examples of the team’s work include theintroduction of full expensing for company investment, a review ofR&D tax credits, and delivery of the 2023 revaluation inbusiness rates.
Our work can be dynamic and fastpaced at times. The focus is on tax areas that are technical butequally prone to hit the newspaper headlines meaning the work isrelatable and very exciting. About the Job
Key Responsibilitiesinclude:
1. Leading development ofpolicies for Autumn Budget 2025, including, subject to Ministerialinterest, the development of new business rates tax reliefs,amendments to existing reliefs, changes to the structure of the taxand/or other interventions relating to the Government’sTransforming Business Rates discussion paper published at AutumnBudget 2024. You will be responsible for the work of at least oneHEO/SEO in this area.
2. Leading HMT’s input indelivery of Non-Domestic Rating (NDR) Reforms. You will work acrossgovernment to coordinate the delivery of reforms contained in theNDR Bill. This includes providing leadership across DLUHC, VOA andHRMC who own different aspects of delivery of reforms, updating HMTseniors and ministers on key risks and policy issues, andconsidering how these reforms can be used to tackle wider strategicchallenges in the business rates system as well as supervising thework of a HEO/SEO in the team.
3. The postholderwill join at a moment of broader resourcing changes within thebranch. As such, the post-holder will lead on at least one of thefollowing areas of reform:
a.Publication of a consultation on a General Anti Avoidance Ruleconsultation, and related partner engagement, detailed policydevelopment and, subject to Ministerial appetite,legislation;
b. Implementation of newsector/value-specific tax rates announced at Autumn Budget 2024, inApril 2026, including on defining the scope and level for newrates, working closely with Ministers, Cross-Whitehall policy andlegal teams;
c. Partner engagement, policydevelopment and Ministerial advice on options to incentiviseinvestment and growth from within the business rates system.Subject to Ministerial appetite, progressing policies forannouncement at Autumn Budget 2025 and subsequent implementation.This will include consideration of existing such as Small BusinessRates Relief and Improvement Relief, and newinterventions;
d. Collaborator engagement, policydevelopment and Ministerial advice on options to improve thefairness of the business rates system. Subject to Ministerialappetite, progressing policies for announcement at Autumn Budget2025 and subsequent implementation, including further consultationand legislation where necessary. This will include consideration ofareas set out at Autumn Budget 2024, including how the tax rate isset and applied, and the frequency of revaluations; and
e. Working as HMT lead representative on VOA’s(Government Major Programme Portfolio) and HMRC’s changeprogramme/project.
4. Line managing anddeveloping at least 1 HEO/SEO, who will have responsibility fordiscrete policy workstreams, broader governance responsibilitiesand cross-branch responsibilities including for briefing andcorrespondence. Possibility for further management or matrixmanagement. The postholder will also support the grade 7 on thewider management and development of the branch.
5. Supporting the wider management of the teamand Group as part of EPT’s management team – EPT has a strong teamculture and there will be opportunities to take part in the widerrunning of the group, and to supply to its corporateobjectives.

Business rates are a tax paid annually by theoccupiers of commercial property. They raise over £25 billion ayear for local government in England, and continue to attractsignificant ministerial, No 10, business and media interest.
The postholder would join as we undertake policydevelopment and extensive partner engagement on work related to theGovernment’s Transforming Business Rates discussion paper publishedat Autumn Budget 2024; progress delivery of policy interventionsannounced at Autumn Budget 2024; and prepare for Autumn Budget2025, where policy decisions are required on the overall tax rateand major reliefs, ahead of the 2026 revaluation.

The postholder will join afriendly team of 7 people that work closely on collaboratively andfluidly across the tax and on many overlapping and interconnectedpolicy issues. The postholder will also work collaboratively andextensively with officials across the Treasury, in the Ministry forHousing Communities and Local Government (MHCLG); the ValuationOffice Agency (VOA); HMRC; and other interested Governmentdepartments. You should have good communication skills and have theability to analyse complex, incomplete and confliction informationas well as the ability to deliver top quality output within tightTime frames.
