The Role
The Strategic Sourcing Manager will lead and develop teams within NHS Lanarkshires Procurement department to deliver contracts across a range of categories including medical, laboratories, surgical, estates and corporate services. The role will lead complex procurement programmes and negotiations with suppliers, whilst providing strategic procurement advice to internal stakeholders in a professional manner.
Deputising, within areas relevant to the role, for the General Manager Procurement & Logistics, the post holder will work with directors and senior managers in NHS Lanarkshire and with external organisations such as Scottish Government, National Procurement, PFI Consortia and Centres of Expertise, to deliver the highest standards in modern procurement practice.

What we'll need you to bring
1. Educated to postgraduate level and have significant in-depth experience, preferably within healthcare or another large, complex organisation.
2. Chartered Institute of Procurement and Supply (CIPS) Level 6 Professional Diploma with MCIPS designation, plus evidence of additional highly specialist knowledge, skills and experience acquired through attainment of CIPS Chartered Status, masters degree or procurement-focused MBA, and a combination of additional training, study and experience at an equivalent level.
3. Highly developed specialist knowledge and experience to ensure that complex theoretical models and strategies underpin management of the procurement service.
4. Demonstrate a high level of competence in the critical leadership behaviours identified as crucial to achieving success within NHS Scotland.
5. Specialist knowledge and in-depth experience of procurement theory and strategy, excellent working knowledge and experience of modern procurement systems, and an aptitude for achieving objectives within an area of intensity and competing demands.
6. Have significant breadth of knowledge and experience of management, leadership, organisational culture and project management, and ideally other technical areas relevant to the role.
7. Knowledge and experience of public procurement legislation, particularly the Public Contracts (Scotland) Regulations 2015, and a highly developed ability to analyse, interpret and make recommendations regarding same, is required.
8. Detailed knowledge and experience of procurement across a range of categories is required.
9. Demonstrated ability in presenting ideas for change by reasoned argument and persuasion. The post holder will require highly developed persuasive, motivational, negotiating, training, empathic and re-assurance skills to overcome barriers to acceptance and understanding, obtain agreement to courses of action, and to de-escalate conflict.
10. Proven ability to be able to effectively negotiate with suppliers regarding commercial matters.

11. Procurement related masters degree/MBA or a combination of additional training, study and experience at an equivalent level
12. Experience managing and delivering high-value/risk procurement projects to deliver best value outcomes
13. Experience of procuring contracts in accordance with Procurement Reform (Scotland) Act 2014
14. Experience of managing and developing staff delivering procurement services in the healthcare sector is highly desirable
15. Experience of engaging stakeholders to deliver change as part of commercial/procurement projects
16. Experience of dispute resolution and supplier challenges in accordance with public procurement law
17. Knowledge of procurement and commercial principles and practice, contract law principles, and change management principles
18. Knowledge of NHS governance, structures and processes is highly desirable
19. Be able to operate independently and be adaptable in conditions of change responding flexibly to emerging situations positively and effectively and team-working skills are necessary
20. A car with a full, valid UK/EU/EEA licence

Location and Working Pattern
The office location for the role will be at NHSL Headquarters, Kirklands Hospital, Bothwell, G71 8BB. Remote, hybrid working is available based on a minimum 2 office days per week.
