About the Role
Haringey Council is currently seeking a Network Manager to become part of the Technology team within the Culture, Strategy and Engagement – Digital and Change Directorate. We are in search of a dedicated and passionate individual who can bring their skills and expertise to the team. As a Network Manager, the successful candidate will be accountable for the management and maintenance of the council’s network (LAN and WAN), voice, and telecoms infrastructure. This includes all routing, switching, Wi-Fi, and security devices.
The role involves leading the network team, ensuring the balance between operational support and project work, and providing strong leadership and management. The Network Manager will work closely with the security team to ensure the council remains protected against internal and external threats. The role also involves an out-of-hours rota-based callout.
Main Responsibilities
* Lead and investigate to diagnose and resolve complex network problems, working with users, other staff, and suppliers as appropriate.
* Manage major incidents (MI) that affect the network, providing updates to Digital SMT, Senior Leadership, and emergency planning personnel.
* Mitigate the impact of MIs across the organization’s network and take action to avoid similar threats.
* Part of the Technology management team, deputizing when required for the Head of Technology.
* Identify, recommend, and support the development and delivery of improvements. Contribute to the development and implementation of policies, procedures, and systems.
* Manage team resources across multiple concurrent projects and support work to ensure delivery of agreed outputs.
* Ensure team members are equipped with the necessary skills, experience, and behaviors. They understand the expectations of their role within the wider Digital & Change team and are set objectives that are monitored.
* Provide timely and constructive feedback on a regular and ongoing basis to direct reports, leading their overall achievement and development.
* Report to the Head of Technology, keeping them informed on risks, progress, and challenges.
* Ensure all network and security devices and software are supported, involving timely and regular updates of the networking hardware and software estate (including telephony).
* Responsible for change operations in accordance with the council’s change procedures.
* Ensure network team SLA targets are completed.
* Accountable for ensuring technical documentation, policies, and procedures are in place.
* Responsible for out-of-hours/standby arrangements for the network team.
* Lead discussions and present at meetings related to the council’s governance and processes, including EA board, digital advisory boards, TAG, and Security Forum.
About You
We are looking for individuals who can work effectively in small teams on a day-to-day basis and possess the following qualifications and experience:
* Degree Qualified, Equivalent Vocational Qualification, or relevant Cisco certifications (CCNA, CCNP, Firewalls, and network technologies including security).
* Strong communicator with the ability to translate complex network matters to those without an IT background.
* Ability to coach and mentor team members effectively and develop training and learning plans to ensure the team can manage and support emerging technologies.
* Experienced in planning, directing, and coordinating a mixed and varied workload of conflicting priorities, responding effectively to the needs of all customers.
* Experienced people manager with the ability to maintain high morale within the team through open communication and activities that foster team unity and focus on results.
* Experience in supporting and managing common networking protocols, including BGP/OSPF/VRF/EIGRP.
* Experience in management and troubleshooting of Cisco routers and switches and undertaking firmware updates (IOS).
* Excellent working knowledge of Firewalls – Cisco ASA and Palo Alto.
* Familiarity with the principles, functions, and operation of Wi-Fi components and the installation and configuration of wireless access points (Meraki).
* Understanding of security threats and vulnerabilities, and relevant strategies and controls to detect, mitigate, and resolve security incidents.
* Experience in creating and maintaining technical documentation.
* Expert understanding of subnetting, VLANs, and associated routing protocols.
* Knowledge of wireless transmission planning, IPSEC, IP transport, synchronization technologies such as PTP 1588v2, SyncE, QSIG Q.931, ISDN, SIP, and SONUS SBC technologies.
* Experience in the design, delivery, and management of UCC, IPT, VoIP, IM&P, collaboration tools, audio/video/web conferencing, voice gateways, SIP/TDM trunking, SBCs, federation, and contact centers.
* Strong experience and knowledge of voice platforms covering technologies such as Cisco Unified Call Manager, CUMM, Unity, Unified Presence, Jabber, Social Miner, Cisco WebEx, Cisco Meeting Place, ARC ACD, Contact Centre, CVP, IVR, and Call Recording Solutions.
* Broad understanding and knowledge of IT with a strong grasp of TCP/IP, DNS, WINS, DHCP, VPNs, FTP, OSPF, QoS, NAT, VoIP, Wide Area Networking, and IP routing and switching.
