About Us
Reclaim Fund Ltd (RFL) is operator of the voluntary Dormant Assets Scheme. Launched in 2011, 50 banks, building societies and other financial institutions have chosen to participate, transferring nearly £2bn in dormant assets into the Scheme to date.
Over recent years, we have embarked on a period of significant change and expansion following our move from private to public sector in 2021, and government legislation in 2022 that expands Scheme eligibility to additional industry sectors. We have a critical few years ahead as we adapt to greater complexity and scale and cement our position as an arms length body (ALB) of HM Treasury.
Job Summary
A 12 month fixed term contract to cover Maternity leave starting mid to end of November 2024.
As a Procurement Assistant, you will be supporting the Procurement Lead and will be responsible for managing suppliers and the procurement processes on a day-to-day basis efficiently to ensure the timely acquisition of goods and services required for business operations.
The role holder will need to be flexible and cope well with ambiguity and work at pace on occasions.
Responsibilities & Objectives
Supplier Management:
* Responsible for supplier management in order to support the provision of quality service
* Preparing and conducting supplier reviews
* Produce analysis against assigned suppliers and their performance in line with agreed supplier management framework (including scorecards, risks, issues, incidents, performance, demand management, change control and contractual and commercial requirements) to support beneficial outcomes for the business
* Day-to-day liaison with suppliers
Procurement of Goods & Services:
* Work closely with relevant stakeholders to support the Procurement Lead in guiding the business through new procurements
* Assessment of procurement routes for products and services on the Commercial Pipeline
* Completion of tender and contract documents
* Adhoc procurement activities stated within the Procurement Manual
Finance:
* Raise and receipt purchase orders
* Keep orderly purchasing records of signed quotes and where necessary track supplier charges
* Manage payments in line with the delegated authority levels to suppliers ensuring deadlines are met
Admin & Processes:
* Support the Procurement Lead in developing and updating processes and manuals including Procurement Manual
* Timely reporting on portals for procurement related activity
* Perform due diligence on new and existing suppliers
* Provide support to the team, including any secondary activities as stated in the Operations Manual
* Assist in the implementation and integration of e-Procurement and CRM systems
* Produce reports and papers for internal committees

Skills, Experience & Qualifications
* Preferable, but not essential - CIPS Level 4 Certificate obtained or in progress
* Preferable, but not essential - Good knowledge of relevant regulatory and legislative requirements in relation to procurement
* Experience of working in a Public Sector Procurement role an advantage
* Supplier relationship management or customer/stakeholder management
* Ability to prioritise workloads
* Ability to use Microsoft applications (e.g. MS Excel) to an intermediate level
* Strong interpersonal and communication skills across a range of mediums
* Good planning and organisation skills; able to multi-task and prioritise to manage deliveries
* Excellent analytical and problem-solving skills
