Summary: The Program Manager is a key position within all PA Residential Homes and is responsible for the complete functioning of the community home, including but not limited to: health, safety, and happiness of individuals we support, staff support and development, property and vehicle maintenance. The Program Manager must ensure that the KenCrest philosophy is carried throughout the homes and that the supports provided to each of the individuals meet the needs and desires of their everyday lives.
Key Relationships: Assistant Director, Director, Program Specialist, Nurses, Property team, Vehicle Team, Human Resources, Client finance, fiscal office, external stakeholders such as day programs, community contacts, county personnel.
Supervisory Responsibility: Provide direct supervision to the Lead DSP and Resident Advisor positions at assigned homes.
Essential Functions:
1. Understand/Implement and ensure all compliance with state, county and federal rules and regulations under which KenCrest is licensed and governed.
2. Attend hospital discharge appointments (medical and psychiatric).
3. Communicate with staff about changes with consumers (results for DR appointments, medications, etc.).
4. Attend ISP meetings.
5. Maintain doctor/medical appointment calendar and ensure all appointments are covered and attended.
6. Check MAR and medication logs including bowel charts, weights, etc.
7. Data collection of medical protocols, monthly weight logs, outcomes measures, community outings, etc.
8. Attend the 90-day appointment and ensure completion and accuracy of paperwork.
9. Complete and post activity/outing calendar for the month and ensure its implementation.
10. Report issues and concerns on adaptive equipment, ensure it is in good working order and follow up on necessary items to be completed.
11. Ensure consumers have their weekly spending money.
12. Participate in all evaluations including PT, OT, speech, sensory and any other required support- participate as needed.
13. Ensure the appropriate medical supports are in place and required staff training is provided.
14. Inspect wheelchair, feeding pumps, feeding bags for cleanliness and proper operation.
15. Review transportation logs/schedule consumer rides as needed.
16. Participate in all evaluations concerning wheelchairs, medical and adaptive equipment.
17. Communicate with families.
18. Communicate with nurse any medical concerns, schedule appointments if advised.
19. Communicate/collaborate with day programs.
20. Update nurse on weekly report.
21. Order and ensure there is adequate specialized food/drink supply is replenished including formula for tube feeding and ensure durable goods/healthcare products, etc.
22. Meet with individuals Support Coordinators.
23. Approve staff time in Kronos.
Staff Supervision/Coaching/Mentoring/Training:
1. Provide day-to-day supervision of staff at multiple community homes.
2. Model/reinforce positive interaction between house staff and residents.
3. Conduct staff meetings on a regular basis and meet individually with staff to discuss issues and concerns.
4. Serve as a resource for staff accessibility to site/program/agency materials.
5. Provide training/mentoring/coaching/positive supervision to staff on an ongoing basis.
6. Conduct disciplinary actions and develop performance improvement plans as necessary.
7. Interview potential staff for open positions and make final hiring determination.
8. On-board new staff and ensure staff are trained on site-specific processes and procedures.
9. Ensure staff are meeting their required training responsibilities.
10. Complete staff performance evaluations.
11. Handle internal staffing transfer requests.
12. Complete monthly staff schedule (requires and establish protocol with equality).
13. Collaborate with the team to ensure the appropriate medical supports are in place and staff have been trained accordingly to provide the supports.

Administrative:
1. Communicate regularly with the staffing coordinator to ensure direct care hours are covered.
2. Notify Assistant Director of any changes in schedules impacting staff and residents needs.
3. Reconcile and deliver credit card reconciliation to business office.
4. Reconcile petty cash when half spent.
5. Ensure weekly shopping for groceries and household items is completed.
6. Ensure all emergency materials such as first aid items are maintained in designated areas/locations and updated.
7. Host/prepare for monitoring, compliance, quality reviews.
8. Complete monthly leave report/placement disruption report.
9. Maintain house budget and scheduled hours budget.
10. Read communication logs regularly and take necessary action.
11. Work with Assistant Director and Program Specialist to complete spending plans, annual assessments, financial skills assessment, etc.
Property and Vehicle:
1. Conduct regular home inspections and check appearance both interior and exterior.
2. Request and follow up house maintenance as needed.
3. Ensure fire extinguishers are retagged and well water tested.
4. Ensure heater and A/C are inspected and maintained.
5. Complete routine vehicle maintenance.
6. Ensure house vehicle and insurance card information is up to date.
7. Check Circle for safety weekly checklist.
8. Serve as direct contact for property and house including oil, water, grass cutting, leaves, etc.
9. Ensure fire drills are completed and submitted by the 15th of each month.
10. Attend required meetings (internal/external).
11. Attend all required training.
12. Arrange work schedule to cover unforeseen situations while on duty i.e. weather, illness, etc.
13. Complete all other duties as assigned.
