Who You Are Hold full membership of CCAB (such as CIPFA or equivalent) and/or ACT with significant post-qualification experience, demonstrating ongoing Continuing Professional Development (CPD). Educated to degree level or equivalent, with a post-graduate qualification (such as an MBA or a Master's degree) being desirable. Extensive experience managing/administrating a defined benefit pension fund, preferably within an LGPS environment, and a comprehensive understanding of pensions legislation. Proven experience in treasury management within a local government or corporate setting. Effective communicator with strong interpersonal skills, capable of influencing senior management and stakeholders. Highly skilled in project management, with the ability to lead and inspire staff while fostering a high-performance culture. Adept at problem-solving and critical thinking, with the resilience to overcome challenges. Experience delivering timely and quality results in environments with tight deadlines and competing demands. What the Job Involves Provide leadership for the Barnet Local Government Pension Scheme and oversee the team responsible for pension policy implementation and external service provider management. Offer guidance to Barnet’s Pension Fund Committee and Local Pension Board, ensuring high-quality service delivery and compliance with statutory policies. Lead the development and implementation of the Council’s Treasury Management Strategy, linking it to the Council’s Medium Term Plan. Manage the Council’s cash flows, investments, and borrowing in accordance with approved strategies. Ensure effective governance of the Pension Fund through risk management, corporate decision-making arrangements, and the management of external partnerships. Develop and maintain strong working relationships with stakeholders, while ensuring adherence to the council’s constitution and regulatory requirements. Deputise for the Director of Resources and lead cross-cutting projects through effective matrix management. Continually assess the Council’s treasury position, offering strategic advice and identifying funding opportunities aligned with service objectives. Ensure compliance with health and safety standards, and promote corporate values and equality of opportunity across the council’s services.
