Communication and relationships Communicate the vision for SYICB and lead the development of strategy and operational policies that support this vision. Communicate, engage and build relationships with key strategic partners to influence the development of strategy and policies across the wider health and social care system; ensuring that these fully integrate with other areas of the NHS and wider. Forge close working relationships across the organisation and beyond to facilitate an effective matrix management approach to delivery of services, contracts, projects and programmes of work to ensure integration at all levels. Support the team, through working flexibly, to ensure that the commissioning of services and delivery of projects and programmes are integrated and that there is sufficient subject matter expertise to provide advice and guidance on best practice and legal implications. Communicate highly complex, sensitive and contentious information to wide range of audiences, including in public and local consultations where there may be hostile/antagonistic audiences. Use highly developed influential and persuasion skills when proposing major service changes to audiences where there are significant barriers to acceptance. Analytical and judgement Provide critical analysis and interpretation of highly complex health, care and other information, data and statistics and provides direction where ambiguities exist. Interpret national policy and guidance in relation to Health and Care to support the delivery of local strategy and plans. Responsible for the development and delivery of robust information systems to ensure that all documentation is stored and used effectively e.g. dashboards, highlight reports, risk and issues logs etc. Responsible for the interrogation and analysis of sometimes highly complex and contentious information to support the delivery of clear reporting and outcomes. Write and deliver high-level reports for boards, which may span across health and social care and include Local Authority Cabinet Members, assessing progress against milestones, status, resource requirements, issues, risks and dependencies, making recommendations on mitigation and management of risk where a range of options may exist. Responsible for the development of key performance indicators, outcomes and milestones for complex services and projects, managing conflicts and ensuring that interdependencies are managed effectively and that risks are mitigated appropriately. Responsible for the delivery of detailed programme reports to SYICB leaders and various boards across the health and social care system, including when necessary National teams such as the Department of Health and Social Care. Planning and organisation To provide strategic leadership for the development and implementation of new/existing services, including planning and needs assessment, development/review of service specifications, participating in the procurement process and development of contractual documentation, supporting mobilisation and ongoing contract management including improvement and performance of services. To lead strategic planning at a local level, obtaining information and views from stakeholders within a defined portfolio of work related to the commissioning of services to meet the needs of a given population. To lead the work at Place and across SYICB to ensure value for money across commissioned services including the delivery of any required efficiency/change programmes. Deliver significant service development/redesign using appropriate methods, including QSIR, linked to the commissioning cycle for SYICB targeted at improvements in health outcomes for the public. Lead the whole cycle of system change for a number of portfolio areas, ensuring excellent governance throughout. Responsible for the delivery of organisational change programmes and initiatives that support and embed excellence within the health and social care system. Support directors to develop, along with other senior leaders, the strategic vision of the transformation, delivery and improvement function within SYICB, and develop a programme management strategy and operational policies that support this vision. Responsible for the delivery of projects and programmes relating to system change, working with colleagues and subject matter experts to scope, plan design and deliver those across multiple organisations. Deliver organisational change and facilitate the uptake of initiatives that support excellence across the organisation and the wider health and social care system. Lead on the management of relationships with stakeholders to achieve a common purpose and realise mutual benefits across the wider health and social care system. Responsible for delivery of complex organisational change programmes and facilitate the uptake of initiatives that support excellence. Physical Skills Standard keyboard skills will be utilised daily due to the nature of the role which will require the use of computers and systems. Patient/Client Care Contact with patients / clients will be incidental; however, it is expected that this role will engage with residents around service change and seek resident views/involvement on services more generally on an ongoing basis Policy and Service Development To shape the response to key strategic issues and opportunities for the organisation and wider partnerships through the application of policy analysis, international best practice, and practical process design, and through collaborative work with our diverse stakeholders. Responsible for the development of best practice and programme management methodologies within the team, ensuring that this is embedded at all levels and reflected in all the team delivers. Champion best practice, learning from experience and from others, supporting the spread of innovation within the organisation and beyond. Contribute to the development of project and programme management approaches and ways of working across the organisation, including QSIR. To act as a champion for patients and their interests and involve the public and patients in the policy development and decision-making of SYICB. To ensure all public and patient contact with the team is of highest professional standard. To embed patient and public involvement at all levels of decision making. Works within organisation and national guidance, interpreting national guidance relevant to services in health and social care and act a subject matter specialist within the specific areas. Responsible for the interpretation of wider policy when used in a commissioning setting including NHS contracts and policy changes affecting the provision of health and social care services. Provides advice and guidance across SYICB and beyond on specific subject matter areas, where they are the known expert and can relate national policy and best practice to delivery across multiple health and social care systems. Responsible for the development of medium and long-term strategic plans that integrate programmes of work across SYICB. Finance and Physical Resources Hold budgetary responsibility for multiple services/contracts, tracking and monitoring spend/ savings/ activity in conjunction with finance and BI colleagues. Lead the assurance processes regarding value for money and greater efficiency in the use of budgets within contracts and services commissioned and to ensure that they operate in recurrent financial balance year on year. Responsible for supporting the commissioning of services and procurement of services to support delivery, acting in accordance with Standing Orders and Standing Financial Instruction. Work with colleagues in finance to provide financial reports to directors and the Board as required. Responsible for the development and setting of team budgets within the wider function where appropriate. Human Resources Provide day-to-day line management of a small team undertaking Personal Development Reviews and managing any employee relations issues. Responsible for recruitment of new team members. Build a collaborative working environment and innovative culture. Information Resources Responsible for the delivery of appropriate programme and project management tools, reports and templates that are transferable between projects and can be used for the whole project lifetime, from design to delivery and ensuring that quality is maintained at all times. Utilise available information systems to ensure that all documentation is stored and used effectively (dashboards, highlight reports, risk and issues logs etc). Responsible for the delivery of the whole lifecycle of allocated portfolios of work containing multiple projects, reporting on progress and managing risks and issues, acting as a point of escalation for project managers within the team. Research and Development Conduct thorough review and analysis of national health challenges to develop the optimum approach to improvement. Regularly highlight, promote and report innovative approaches to education and training, particularly their impact on service. Freedom to Act The postholder is accountable and responsible for decisions made and can escalate any query at any time to the next senior level for authority or sign off. Postholder will use their own initiative to interpret SYICB policy, standard operating procedures (SOPs) and national guidance/policies and initiate action as needed. Physical Effort The postholder will be mostly sitting, standing and walking daily as they undertake daily tasks including using the computer, producing reports etc.
