Looking for a Traffic Manager to work for a 6-month contract, extensions highly likely, to work for the Client Organisation (High Speed Two Ltd) responsible for the New High-Speed Rail project in the UK. Open to candidates from a range of Highways related backgrounds – highway design, traffic management, traffic liaison, highways site-based experience, highways consents
The Traffic Manager will work within the Traffic & Highways Management Team which sits within the Phase 1 Logistics team providing standards, specification & requirements for managing all traffic and highway management issues which arise during construction of the HS2 Project ensuring they meet the necessary standards. The Manager will bring together flow information from the Vehicle Monitoring System and review forecast and actual flows against published assumptions and guide the programme and project managers across HS2 on actions needed to comply with the HS2 commitments.
The role requires constant communication with the EKFB JV principal contractors - main works civils contractors responsible for constructing the line of route from- South Warwickshire (Leamington Spa), Oxfordshire, Buckinghamshire to Malpe Cross (Hertfordshire) to ensure that information provided is accurate and timely. The role may include directing consultants to provide and update management tools required to carry out the role. The Main Works Civils Contractors are building multiple bridges, viaducts, embankments that interface with the existing road network – traffic management, road closures, new highways works etc.
Working Situation – Hybrid
Role is a mix of site offices based coupled with Hybrid working (50/50)– expectation is to work 5 days a fortnight from any of the site offices based across South Warwickshire, Oxfordshire, Buckinghamshire & Maple Cross. Therefore being able to drive and having yoru own car is essential (mileage will be reimbursed.)
Salary £300 - £400 A Day INSIDE IR35
Duties & Responsibilities
* Develop an in-depth knowledge of the Environmental Statement and the criteria for determining significant impacts.
* Receive and review contractor forecast and actual traffic flow information as well as traffic management and, as appropriate, compile information across different contractors using spreadsheet tools.
* Identify if contractors are correcting identifying new significant adverse impacts and providing suitable mitigation measures in consultation with Area Traffic Managers and external consultants.
* Review flow forecasts and provide details analysis and commentary as to contractor (or multiple contractor) compliance with the project Environmental Minimum Requirements
* Review actual flow trends against Local Traffic Management Plan assumptions and identify any trends which may be within – or outside - the scope of the project to manage or mitigate,
* Liaise on environmental matters with town planners and environmental specialists - particularly in the provision of data on noise and air quality.
* As necessary, request the deployment of the HS2 compliance team to check flow information and data to verify contractor records.
* Assist the community engagement team with managing correspondence and queries regarding environmental effects.
REQUIRED CRITERIA
Open to High professionals from a range of backgrounds – highways design, site experience (Site manager / Clerk of works), traffic Management, Highways consents. Be able to provide oversight and assurance for all traffic and highway management issues.
Must have excellent communication and stakeholder management skills with the ability to influence others when you do don’t have direct authority for them – build relationships, problem solving are also essential for this role.
SKILLS
* Able to grasp concepts, analyse and report on qualitative and quantitative data and able to use best judgement.
* Ability to use IT systems, but particularly Excel including use of spreadsheets with Macro functions and which relate data between different layers of information.
* Ability to work methodically, developing and following processes and ensuring that details records of decisions and reasons are maintained.
* Able to manage own workload.
* Able to work across different teams – within HS2, contractors and as appropriate represent the project at external forums
KNOWLEDGE
* Understanding of the effects of traffic on the environment
* Knowledge of the use and application of traffic models.
