Contents Location About the job Benefits Things you need to know Apply and further information Location Falkland Islands About the job Job summary Operating under UK Strategic Command, the mission of British Forces South Atlantic Islands (BFSAI) is to deter any military aggression against the South Atlantic Overseas Territories, to protect the right to self-determination of the Falkland Islands and to reassure the local population. BFSAI also have operational responsibility for the Ascension Island Base. The BFSAI Deputy Kings Harbour Master and JMSU - 2IC provides support and deputises for the KHM in order to deliver safe maritime shipping operations to the Commander BFSAI. Specifically, regarding Port Safety DKHM is to operate in accordance with (IAW) the Port Marine Safety Code (PMSC) and Defence Maritime Regulations (DMR). In the absence of the KHM, DKHM is directly responsible to Deputy and Commander British Forces, the Port Duty Holder iaw the PMSC. These responsibilities are underpinned by robust assurance systems and the accompanying safety documentation; IAW with PMSC and DMRs. DKHM will be readily available to support the logistic resupply of BFSAI forces and is the main operating base of the Falkland Island Patrol Vessel. East Cove Military Port is home to the Falklands Islands Patrol Vessel and 2 ocean going tugs provided under contract by a Dutch firm. The FI Resupply Ship (a MoD owned strategic Ro-Ro Cargo Ship) calls every 8 weeks and an ocean tanker (usually the MV Raleigh Fisher) for bulk refuel every 9 months. Additionally, the Port receives the Ice Patrol Ship HMS PROTECTOR, British Antarctic Survey Ships, Discovery and the Sir David Attenborough, and the South Georgia Government Ship Pharos. East Cove has to be prepared to receive other RN or RFA vessels on an ad hoc basis and would be the key hub for resupply and reinforcement in the event of a crisis in the South Atlantic. This role is not comparable with a UK Naval Base port. The joint nature of BFSAI, the location, and the climate bring their own challenges to East Cove, but in a positive way there is enough to keep applicants busy and interested. Future aspirations include exploring options for collaborative projects with interested maritime partners and infrastructure upgrades. Job description Key responsibilities for the post holder include: To provide support to the King's Harbour Master (KHM) as the Harbour Authority within the limits of the Naval Port of Mare Harbour responsible for the safe control and operation of the port, the safe navigation of all ships and craft, and Port Marine Safety Code (PMSC) compliance. Ensuring that a robust assurance system backed by current documentation and legislation support and reduces risk to As low as reasonably practicable (ALARP). In support of KHM authority over all users of the Port of Mare Harbour to ensure that the provisions of the Falkland Islands Naval Port Ordinance (1987) and other relevant legislation and orders are met. Deputy Harbour Master of the Port is responsible for management of all marine port operations in the Naval Base, so as to achieve the objectives defined in the PMSC Guide to Good Practice. To maintain a comprehensive Marine Safety Management System and Port Safety Plan, and regularly assess the performance of the PSP. To manage and direct operations within the Port of Mare Harbour, superintending movements within East Cove Port and West Jetty to meet Ministry of Defence (MoD) requirements. To assist with directing the operations of the Pilotage service. To continually develop the Port to ensure it operates in an efficient, effective and economic manner. To support KHM is liaising with the Falkland Island Government (FIG) and Falkland Islands Maritime Authority (FIMA) for all matters concerning port safety policy and port authority development. Command and control of Oil Spill Countermeasures on the water, acting as Incident Commander for emergencies within the Port and Harbour area of jurisdiction. The successful candidate must have the ability to analyse technical information, make informed decisions and provide competent advice. The job has significant management responsibilities across military and civilian staff; consequently, the successful applicant will need to be a confident individual who can communicate effectively verbally and in writing; work autonomously or as part of a team; and establish supportive working relationships with a large, diverse group of military and civilian stakeholders across the MOD, maritime industry, and Falkland Islands community. Background in delivery of maritime operations across a range of services and platforms is desirable. The post demands high degrees of self-motivation and integrity, the successful applicant will be a resilient individual who can work efficiently, effectively in a remote work location, and lead by example. Experience of responding dynamically to situations, often involving complex competing requirements, whilst keeping a broad stakeholder group engaged along with clear communication style to seniors and subordinates to maintain situational awareness will be advantageous. The need to react regularly to dynamic circumstances requires the successful candidate to be flexible and adaptable; this includes regular management of conflicting priorities; prioritising work; and extending working hours as circumstances demand.
