The purpose of this role is to provide guidance on the New Roads and Street Works Act (NRSWA) and associated processes for managing streetworks in England, Scotland, and Wales, including overseeing contractors in serving notices and applying for permits to work on the highway, as well as occasionally submitting our own notices. The role is responsible for ensuring compliance as a statutory undertaker by liaising with both internal and external clients to ensure a thorough understanding of the process and to improve performance. The role holder should be proactive and self-driven, enjoying being a valuable member of a small, supportive team that collaborates across tasks and processes. Additionally, the role includes supporting project coordination and delivery functions, such as logging incoming documents like designs and as-built submissions and raising MPANs.
Main responsibilities will include:
* Oversee the application of processes and procedures required to undertake work within the highway under the company's Statutory Undertakers Licence by internal and external staff.
* Provide support to external stakeholders on how to submit applications using Aurora, Symology, and Gov Portal, and offer guidance on general administration related to opening and closing permits, inspections, reinstatements, and penalty management.
* Implement and maintain robust management processes to identify the competency of all operators and managers.
* Support stage and gate processes by providing necessary information for evidence packs and informing stakeholders of any issues or escalations in the process.
* Support pre-award kick-off meetings by confirming streetworks requirements.
* Ensure the management of highway works and applications (notices & permits) can be implemented across a 24/7/365 period for planned and unplanned emergency works.
* Submit applications for permits and serve notices for access to the highway and completion works, including reinstatement audit failures.
* Liaise with highways authorities to agree on works coordination and provide advanced notifications.
* Liaise with independent connection providers (ICP), contractors, and developers to coordinate between programmes of work and highway access to meet project timelines.
* Provide management reports and monitor performance related to FPNs (Fixed Penalty Notices), Section 74 fines, and local authority improvement actions.
* Maintain a register of approved NRSWA contractors.
* Respond to enquiries, chase correspondence, and provide regular updates as required by all parties.
* Implement a pre-works and post-completion control procedure, including photographic site-based evidence.
* Support data management for internal and external reporting.
* Liaise with and gather information from external field-based operations to ensure systems are updated.
* Provide general administrative support to the Organisation when and where required. This includes logging design submissions, as built submissions and raising MPANs.
Knowledge and skills requirements:
* Excellent knowledge and experience of the New Roads and Street Works Act (NRSWA) in England, Wales and Scotland (HAUC & RAUC).
* Demonstrable experience in managing street-works via IT systems e.g. Symology Insight & Aurora plus other relevant software.
* General computer literacy with the ability to use Microsoft Office applications and tools and document filing systems.
* Comfortable in using oral and written communications media to interface with suppliers, customers, clients and general public enquiries.
* Ability to prioritise work activity to deliver business requirements.
* Work flexibly either under supervision or on own initiative as required.
