Job Summary

This is an exciting opportunity for a focused individual, with strong stakeholder management and evidence-based decision-making skills, to join a team which plays a pivotal role within the Joint Aircraft Recovery and Transportation Squadron (JARTS), based at MOD Boscombe Down.
JARTS is the only fully established military air system post-crash and incident management (APCIM) team in Europe, delivering support to the Defence Air Accident Investigation Branch and civilian Air Accident Investigation Branch. JARTS provide Defence with a rapid runway clearance capability to ensure minimal disruption to aviation operations. JARTS also deliver training scenarios to Defence establishments, participate in civilian APCIM exercises and transport MOD owned aircraft throughout the organisation on operations or routine fleet management activities. Working at short notice, teams maintain high readiness postures to deploy globally supporting Defence outputs.
This position is advertised at 37 hours per week.
Job Description
On a day-to-day basis, the JARTS Mechanical Transport Manager will work in a busy environment, holding responsibility for managing the mechanical transport (MT) personnel, vehicle fleet, and associated ground support equipment, to ensure maximum availability to deliver critical Squadron outputs.
The Successful Candidate Will Undertake a Variety Of Tasks That Contribute To The Smooth-running Of The Mechanical Transport Unit, Including, But Not Limited To:
* Lead a collaborative team that works effectively across JARTS and externally, managing MT personnel.
* Manage the through life management of MT vehicles, ensuring they remain safe to operate.
* Maximise vehicle, trailer, and associated ground support equipment availability through effective fleet management processes, maintaining appropriate records in compliance with legislative and regulatory requirements.
* Manage MT related budgets within the financial delegation, providing auditable records of expenditure and preparing estimates for future requirements whilst ensuring value for money is achieved.
* Manage MT related IT systems to comply with mandated processes.
* Promulgation and distribution of regulatory and policy updates, briefing personnel on pertinent changes and implementing updates to local documentation as required.
* Monitor MT related contracts to ensure the delivery of expected performance requirements, addressing any shortfalls and briefing senior management on issues that impact the delivery of JARTS outputs.
* Implementation of road safety strategies and carrying out investigations related to safety issues involving local personnel and vehicles and/or equipment.
* Ensuring all MT related activities are managed within policy and regulations.
* The management of transportation tasking, ensuring sufficient personnel are qualified to achieve tasks, and monitor compliance with ADR and CDG road requirements.
* Manage the appropriate maintenance of JARTS facilities, raising corrective work requirements to appropriate organisations, and ensuring timely repairs when required.
* Report to Officer Commanding JARTS that all legislative and regulatory requirements are satisfied as a minimum. Assure that maintenance carried out on JARTS vehicles is compliant with requirements.
Person specification
A key role within the team, the successful candidate will be able to organise and lead a team to deliver a high-quality service for customers, often to tight deadlines. By developing the team and making sure there is a balance of responsibilities, the successful candidate will be able to deliver a range of priorities.
This role is suited to someone who has excellent stakeholder management skills, with the ability to adapt your communication style to influence and suit the audience, translating policy matters for seniors and team members. They will seek out opportunities to create effective change and suggest innovative ideas for improvement by reviewing ways of working, including seeking and providing feedback.

* Transferable technical competency skills, enabling the successful individual to manage vehicle fleets and associated record management.
Desirable Criteria:
* Background in MOD Mechanical Transport (MT) operations and knowledge of MOD MT Regulations and Policy.
* Management experience with financial delegations.
* Role specific training, including a two-week Defence Transport Manager course delivered at Leconfield, will be provided.
