Interim Estates Surveyor – Property Services

Pay Rate: £450.00 per day PAYE
Hours per week: 37 Monday – Friday, normal working hours
Role Length: This opening assignment is for 5-6 months
City: Stoke on Trent, Staffordshire
The purpose of the role is to assist in providing a comprehensive Professional Valuation and Estates Management Service to the City Council and on behalf of the City Council when it acts as agent of another body.
Key responsibilities:
1. Assist in providing strategic advice to other Departments and Members of the City Council in respect of the Corporate Estate.
2. Assist in the commissioning and monitoring of work as directed.
3. Liaise with other Departments, other sections of the Corporate Resources Department, Members of the City Council and outside bodies including professional agents, consultants, contractors and insurance assessors as appropriate.
4. Deal with enquiries from the general public and advise upon matters concerning appropriate property related issues.
5. Produce reports as directed.
6. Attend Committees, Working Parties, Officer and Ad Hoc meetings as directed.
7. Prepare evidence for arbitration, independent expert referrals, Valuation Tribunals, Lands Tribunals or Court as directed.
8. Attend as an expert or witness at Valuation Tribunals, Lands Tribunals or Court Hearings as directed.
9. Ensure that the provisions of Health and Safety regulations are implemented in respect of the premises and land managed and the public utilising such premises and land.
10. Utilise pre-designed computer programmes and associated equipment to aid service delivery.
Qualifications:
1. Passed the final RICS (General Practice Surveying) examination, or have an equivalent degree or diploma giving full exemption from the final professional examination of the RICS.
Skills & Experience:
1. Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
2. Be capable of dealing with complex and significant personal workload and delivering effective results.
3. Have good written and oral communication skills, and be able to represent the department competently and professionally.
4. Be reliable, honest, confident and demonstrate enthusiasm and commitment to providing a high-quality professional service.
5. Be able to work as part of a team but capable of working on own initiative and under pressure, prioritising work to meet deadlines and commercial targets.
6. Thorough knowledge of current legislation and valuation technique affecting acquisitions (by agreement and under CPO powers) disposals (e.g. freehold/leasehold etc) of property interests, landlord and tenant, non-domestic rating and buildings insurance matters.
7. Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
