Role Purpose
Responsible for overseeing the HSSE functions in a medium-intensity worksite which includes a few EPCI components. Operating with minimal supervision, the incumbent shall be responsible to coordinate the monitoring of HSSE conditions and practices of MOPS/OFS influenced sites. They should be able to provide expert advice and manage the enforcement of control measures to ensure that the workforce is safe at all times.
Key Accountabilities
* Oversee the development, revision, and implementation of Project HSSE policies, frameworks, procedures, and standards for the EPCI site. Ensure that the organization's HSSE strategy is robust, relevant, and forward-looking.
* Monitor EPCI activities of the projects, identify HSSE issues, and propose preventive and corrective measures.
* Drive HSSE initiatives to provide a safe and environment-friendly working environment.
* Coordinate the inspection of work areas and equipment, including subcontractors, to identify unsafe acts and conditions; advise line management of areas requiring intervention as well as on HSSE legislative and industry standards.
* Plan and coordinate Project-related HSSE audits, report gaps, and ensure all non-conformances are monitored in MIMS.
* Compile and prepare all HSSE-related records and reports to be recorded into MIMS.
* Lead EPCI site emergency responses during HSSE crises and emergencies.
* Collaborate with other departments and agencies to ensure a coordinated response. Ensure Emergency Plans are aligned with Corporate HSSE Procedure.
* Oversee the design and delivery of HSSE training and development programs for EPCI site contractors and vendors. Identify and bridge skill gaps within the HSSE team.
* Oversee the collation and analysis of advanced performance metrics and KPIs.
* Report directly to the project management team on HSSE performance, risks, and opportunities.
* Communicate HSSE guidelines, updates, and best practices to employees, contractors, and other stakeholders.
* Lead the identification and evaluation of strategic risks related to HSSE.
* Design and implement appropriate and achievable risk mitigation strategies for the EPCI site.
* Manage equipment and resources effectively.
Qualifications
- Degree in Occupational Health & Safety/Engineering or its equivalent.
- Min 7-10 years of progressive experience as a Safety Officer with exposure to the type of work performed on EPCI projects.
- Experience in managing HSSE Management Systems on site.
- Completed Certification as a Workplace Health and Safety Officer (WHSO).
- Must have knowledge of ISO 45001 and ISO 14001; internal auditor certifications preferred.
- Hot Work Assessor Certification is preferred.
- Fire Safety Certification is preferred.
- Professional HSSE Membership is preferred.
