Brief Description
The Capital Delivery Major Projects & Programmes team is an exciting place to be. Our organisation defines requirements, leads procurement, and assures safe compliant delivery of major multi-disciplinary projects and programmes across the Eastern Region that include the East Coast, East Midlands, and North & East routes.
Having recently implemented our new operating model known as Agile Client Eastern, we're embarking on a new era with different ways of working presenting us with a phenomenal opportunity to support the rail industry and make a huge impact on the UK's infrastructure for the future. Our portfolio comprises numerous large scale projects over the Eastern Region that include the Midland Main Line electrification, Power Supply Upgrade of the East Coast Main Line, and station upgrade schemes at Leeds, Darlington and Middlesborough.
We are looking for someone with experience in fast-paced multidisciplinary project delivery, with a detailed understanding of the relevant Network Rail and Railway Industry standards. You must have excellent stakeholder management skills, be able to work collaboratively within both traditional contract and alliance environments, and be willing to challenge existing standards and processes to achieve cost and programme efficiencies. A strong team ethic is essential, with a clear focus on safety and wellbeing. While you will be expected to be available to support work on site for key commissioning activities, there is a possibility for flexible working to help promote a healthy work life balance.
About the role (External)
Key Accountabilities:
1. Implement Network Rail systems and procedures to deliver a cost effective, high quality and safe approach to design, construction, commissioning and other technical activities on relevant projects. Review all relevant legislation and liaise with relevant governmental departments.
2. Monitor the competence of all Project Engineers working on projects within the functional discipline and provide functional guidance, direction and briefing.
3. Apply engineering controls and procedures to all projects so all design and construction contracts include reference to appropriate Railway Group and Network Rail Company standards applicable to their discipline.
4. Apply relevant techniques and procedures of quantified and qualitative risk assessment and HAZOP analysis to all projects and check whether the environmental aspects of all projects are managed in accordance with Network Rail Environmental Policy.
5. Monitor all projects for compliance with Railway Group and Network Rail Company standards and Network Rail project control procedures.
6. Advise project and programme management in respect of all construction activities, testing and commissioning, and site supervision. Monitor whether the design and construction elements meet the requirements of legislation, including construction design management (CDM) regulations.
7. Monitor the competency of contractors' design, construction and specialist personnel to assure the quality of supply chain outputs.
8. Undertake the duties of discipline SPE role and undertake reviews of design and construction activities. Arrange audits of contractors to monitor whether safety and quality of design, construction testing and commissioning and management systems to provide assurance to relevant Network Rail standards and procedures.
9. Carry out the duties of Designated Project Engineer (DPE) to fulfil the requirements of Network Rail engineering management standards and procedures.
10. Undertake accident investigations when remitted to by the relevant designated competent person to identify root causes/corrective actions required and to disseminate learning.
11. Undertake the project categorisation for engineering, to determine level of engineering assurance to be undertaken on specific projects or programmes.
Job Skills, Experience and Qualifications :
Essential
* Significant experience in Mechanical & Electrical engineering (Building Services), ideally with involvement in construction and design projects across multi discipline areas.
* Experience with engineering assurance for Network Rail compliant lifts including review of lift / escalator specifications, management of compliance to standards and stakeholder managements.
* Technical qualifications to at least HNC level or equivalent in a relevant engineering discipline.
* Membership of a relevant professional institution (ICE, IMechE, IET).
* Experience of various contract models including alliancing.
* Knowledge of structuring safety cases in support of projects.
* Application of engineering assurance on NR projects including the CDE ACE dispositioning models.
* Knowledge of safety management and quality assurance.
* Understanding of the arrangements required for the independent assessment of works.
* Accident investigation experience.
* Demonstrable skills in initiating and building positive working relationships with customers, their team and stakeholders.
* Demonstrable experience of creating opportunities for development for themselves and others/their team.
* Demonstrable experience of challenging self and others to improve services and approaches.
* Demonstrable experience of supporting the physical and mental well-being and safety of themselves and colleagues and of challenging business and safety related risks.
* Demonstrable ability to work proactively through complex issues.
Desirable
* Chartered status or equivalent in the particular discipline.
* Appreciation of environmental issues in engineering works.
* Experience of DPE or CEM role, on multi-disciplinary railway projects.
