Portsmouth Water is recruiting for a Non-Infrastructure Delivery Manager to lead the planning, execution, and delivery of critical water non-infrastructure projects. This role is responsible for ensuring projects are completed on time, within scope, and on budget, while overseeing a portfolio of water supply non-infrastructure initiatives. The successful candidate will work closely with engineering teams, contractors, and regulatory bodies to align project objectives with the company s strategic goals and industry regulations. What will you be doing? Key Responsibilities Full accountability for delivering the capital non-infrastructure portfolio, for example production asset upgrades, refurbishments and enhancements, to the quality and standards required. Create a professionally developing community of project delivery and technical expertise to increase organisational maturity, competence, and capability as a centre of technical excellence for capital programme delivery. Rigorously challenge proposals to ensure capital programme delivery solutions maximise value whilst achieving business outcomes. Lead the full lifecycle of water non-infrastructure projects, including planning, design, construction, commissioning, and handover, ensuring they meet quality, safety, and sustainability standards. Provide regular project status updates to senior management and stakeholders, detailing project progress, risks, and key performance metrics. Develop, manage, and track project budgets, schedules, and financial forecasts. Ensure all projects are delivered within approved financial and time constraints. Engage and collaborate with internal teams (engineering, procurement, environmental, legal) and external stakeholders (contractors, suppliers, local authorities, and regulators) to ensure project objectives are clearly defined and met. Identify, assess, and mitigate risks associated with non-infrastructure projects. Ensure that contingency plans are in place to address unforeseen challenges and project delays. Oversee procurement processes and manage contracts with third-party vendors and contractors, ensuring that all terms and deliverables are met. Improve control, delivery and ongoing visibility of all legislative compliance related works. What do you need? Skills, Qualifications & Competencies Experience of leading the delivery of substantial and complex capital programmes within non-infrastructure, utilities, power, or transportation sectors Expert understanding of capital delivery processes and non-infrastructure planning Proven experience of developing and implementing capital delivery programme governance and gateway processes Commercial approach to meeting future business investment needs Leading a team to meet programme/project management objectives and targets with a diverse range of stakeholders Experience of presenting complex and technical information to all levels of an organisation to obtain essential stakeholder buy-in Experience of proactively managing and mitigating risk Strategic thinking and problem-solving abilities to navigate complex challenges effectively Programme/project management qualification (e.g., PRINCE2 and/or Association for Project Management Proven experience of financial forecasting, budget formulation, cost control, and reporting Extensive knowledge of asset management systems within the engineering sectors and understanding of latest developments in digital engineering technology and technical assurance An engineering or other relevant degree and chartered membership of a relevant professional institution such as the APM Extensive knowledge of APM standards and principles We recognise people want to work in a variety of different ways, this means we are happy to consider flexible working arrangements.
