Job Summary
The successful Bid Manager will be responsible for overseeing the entire bid process for NHS clinical insourcing contracts as well as other sector projects. This includes responding to, and identifying NHS framework opportunities, managing bid submissions, ensuring compliance with public procurement regulations, and leading cross-functional teams to develop competitive and compelling proposals. The Bid Manager will work closely with sales, finance, clinical and operational teams to ensure that all submissions are accurate, timely, and aligned with the client’s specifications and legal requirements.
Key Responsibilities
•Bid Identification and Qualification - Monitor public procurement portals and framework sources to identify relevant tender opportunities. Assess and qualify opportunities based on strategic fit, resource availability, and financial viability.
•Bid Strategy Development - Develop a winning strategy for each bid, taking into account the specific requirements of the tender, competitive landscape, and company strengths.
•Compliance Management - Ensure that all bid submissions comply with public procurement regulations, including pre-qualification questionnaires (PQQs), tender requirements, and other legal and regulatory standards.
•Content Coordination and Development - Lead and coordinate input from various departments to gather the necessary information and documentation required for each bid. Write, edit, and review content to ensure clarity, consistency, and compliance.
•Stakeholder Engagement - Engage with internal stakeholders and external partners to gather insights, clarify requirements, and strengthen the bid. Act as the primary point of contact for all bid-related communications with health sector clients.
•Risk Assessment and Management - Identify potential risks associated with tenders, including legal, financial, and operational risks, and develop mitigation strategies.
•Quality Assurance - Oversee the final review of all bid submissions to ensure they meet the highest quality standards and are free from errors or omissions.
•Submission Management - Manage the submission process to ensure that all documents are delivered on time and in the required format, whether electronically or in hard copy.
•Post-Bid Review - Conduct thorough post-bid debriefs and analysis to capture lessons learned, feedback from clients, and areas for improvement in future tender submissions.
•Database and Documentation Management - Maintain a comprehensive database of past submissions, templates, and relevant documentation to streamline the bid process for future tenders.
•Market and Industry Analysis - Stay updated on NHS / Health sector trends, procurement practices, and competitor activities to inform bid strategies and improve the chances of success.
Our Ideal Candidate Will Have:
•Proven experience in NHS bid management (preferably Clinical Insourcing or Outsourcing)
•Strong understanding of public procurement processes, regulations, and compliance requirements
•Excellent project management skills with the ability to manage multiple bids simultaneously
•High attention to detail and strong organisational skills
•Exceptional written and verbal communication skills
•Ability to work under pressure and meet strict deadlines
•Proficiency in Microsoft Office Suite and Bid Management Software
•Knowledge of relevant legislation, such as the Public Contracts Regulations
