The GA&CI Chief Operating Office (COO) ensures the day-to-day operations of GA&CI run efficiently as well as delivering key strategic projects. As LBG's Head of Finance, Operations, Resource and Control Office, you'll lead all aspects of the business management of the Group Audit & Conduct Investigations function, responsible for a c£60m annual budget and c400 FTE headcount. As LBG's Head of Finance, Operations, Resource and Control Office, you'll lead all aspects of the business management of the Group Audit & Conduct Investigations function, responsible for a c£60m annual budget and c400 FTE headcount. You will develop and maintain a cross-industry awareness of the key performance and benchmark indicators of an effective internal audit function and use those in the development of plans and activities to promote the efficient and commercial management of the function. An experienced commercial manager, you will be responsible for: the agreement and management of all financial and FTE budgets, and related financial processes (purchase to pay etc.); all business processes and enabling activities not directly connected to the activity of auditing or investigating (e.g. recruitment, continuity planning, supplier management, health & safety, property, communications and engagement). You will be responsible for the first line-of-defence Chief Controls Office activities, ensuring GA&CI manages and controls its own business risk profile and control framework effectively, as well as acting as responsible delegate to the GA&CI Chief Operating Officer in key policy and regulatory roles including those for operational resilience and economic crime prevention. You will develop and maintain the strategic workforce plan; capability framework and learning plan, as well as oversee the effective and efficient operational of the resourcing and scheduling service to the Audit Directors, which operates to align colleagues to work, maximise productivity and ensure the development of skills as well as delivery of audits. You act as the primary point of contact with other Group Functions (Finance, People and Places, Risk Division) and de-facto delegate for the GA&CI Chief Operating Officer for all run-the-business matters and committees, overall control of strategic project management office activities within GA&CI, and project management of operational and organisational change initiatives. You'll build trust, respect and confidence among colleagues across the function to foster strong relationships and higher levels of collaboration, including management of a multidisciplinary team, and will proactively identify areas to add strategic and sustainable value for the organisation and for our customers. Responsibilities As a member of the leadership team of the GA&CI Chief Operating Officer and in support of the Chief Internal Auditors and Executive Team:
* Manage the GA&CI Financial and Headcount Budget on behalf of the GA&CI COO and Group Chief Internal Auditor (CIA), and related finance processes (Budgeting, Forecasting, Purchase to Pay etc.)
* Develop and lead all aspects of the Strategic Workforce plan, succession plan, and related Resource, Property, Recruitment, Talent and Capability frameworks; and collaborate with GA&CI leaders to maintain a resource pool and pipeline of talented colleagues
* Manage the internal and external resource, including co-source, and develop and maintain the internal resource management supply and demand fulfilment process against the demand plan
* Collaborate with the Methodology Team, Risk Owners and SMEs to develop and deliver an aligned training & capability framework
* Be responsible for the overall execution of Control Office responsibilities across GA&CI, and own relevant key risks for the Function (including People, Legal & Regulatory, Economic Crime Prevention and other operational risks), and develop and maintain an effective efficient control framework to mitigate these. Oversee the implementation of effective controls for other risk types which are owned by other leaders within GA&CI.
* Share responsibility for developing and managing the incident management and Business Continuity Plan (BCP) for GA&CI with the Head of Quality, Method & Platforms, collaborating with key stakeholders to provide a "joined up" approach.
* Promote and role model the Group's values to drive cultural transformation, leading the embedding of Risk & Finance Transformation activities into GA&CI.
* Identify and manage talent, expertise, qualifications and progressions of colleagues within the team required to meet the Group objectives.
