Your responsibilities...
* Lead Ground Breaking Projects: Take charge of delivering our stock improvement and planned works programmes, including kitchen and bathroom refurbishments, roof replacements, and cyclical repairs. Your leadership will ensure that these projects are completed on time, on budget, and to the highest standards.
* Create Value & Efficiency: Work closely with contractors to deliver added value, closely manage costs, and drive efficiency. You will ensure that every project provides maximum value for money while maintaining the exceptional service our residents deserve.
* Strategic Planning: Partner with senior colleagues to review and update stock data, driving the development of future improvement and planned works programmes. You will have a key role in setting budgets and ensuring that work is delivered to the highest standards year-on-year.
* Resident-Centric Approach: Engage with residents to incorporate their feedback into the work programmes. You'll ensure their needs are prioritised and offer choices where possible, all while working to improve the overall quality of their homes.
* Financial Leadership: Manage the annual budgets for stock improvement and major works, ensuring efficient use of resources, timely delivery of projects, and full alignment with budget expectations.
* Lead Procurement & Reporting: Take operational control of procurement for stock improvement and major works, ensuring timely and effective delivery of services across the organisation. You’ll also prepare reports for the Executive Management Team (EMT) and Board for approval.
* Champion Energy Efficiency: Ensure that PA Housing has up-to-date energy performance data for all properties, sourcing funding opportunities and implementing strategies to enhance the energy efficiency of our homesespecially those with low performance.
* Collaborative Leadership: Be a key member of PA Housing’s Asset Management Group, deputising as Chair when needed, and providing expert advice on contractual matters. You’ll play a crucial role in shaping the strategic direction of asset management within the organisation.
* Out-of-Hours Support: Join PA Housing’s out-of-hours duty surveyor team on a rota basis, ensuring that our service is always available and responsive to the needs of our residents.

Our ideal candidate...
* A relevant degree qualification or equivalent experience that clearly demonstrates your capability to meet the demands of this role.
* Professional accreditation from the Royal Institution of Chartered Surveyors (RICS) or the Chartered Institute of Building (CIOB) showcasing your expertise and commitment to industry standards.
* NEBOSH/IOSH qualification, demonstrating your dedication to health and safety excellence.
* Proven track record in successfully delivering stock improvement and major works in social housing or private residential housing, with a focus on high-quality outcomes.
* Strong experience in managing long-term supplier relationships, particularly through JCT Measured Term contracts or similar frameworks, ensuring effective delivery and value.
* Proficiency in using Keystone, with hands-on experience managing planned works via the Keystone Planned Maintenance module.
* A comprehensive background in both pre- and post-contract stages, including preparing specifications, reviewing estimates, cost plans, bills of quantities, and tender reports, ensuring smooth project execution from start to finish.

This role of requires the successful candidate to complete a basic DBS check. A basic DBS check will show any unspent convictions.
So why do we need to know this information? This role will be required to visit / support PA Housing residents in their own homes on a regular basis. Therefore we have a duty to our residents to ensure that we have taken precautions regarding who will be visiting them and representing PA Housing.
