One of my local government clients are currently recruiting an experienced Residential Management Co-ordinator on a temporary basis. This is a 3-month minimum contract with the possibility of the role being extended further to work Monday to Friday 9:00am to 5:00pm.
Hybrid working role where, however, you will be required to attend the office 2/3 times a week.
Overview:
Elmbridge Borough Council is landlord to around 100 homes, comprising temporary accommodation for homeless households along with general-needs affordable homes for rent and we are adding to this portfolio. We became a registered provider of social housing in 2024 and are currently arranging for a new managing agent to take on much of the day-to-day housing management responsibilities from the current agent from July 2025.
Responsibilities:
1. The role's duties are broad and we are looking for a good all-rounder with a flexible approach. A key part of the role will involve oversight of and liaison with the managing agent, being the first point of contact for the agent both for day-to-day matters as well as in relation to contract compliance and monitoring.
2. The role's work will support our commitment to provide high quality temporary accommodation and affordable housing; ensuring that our tenants live in safe homes which are well managed and maintained; and that our managing agent is delivering a customer-focussed, value-for-money service and that the council is meeting its obligations as a landlord.
3. Experience of housing/residential and contract management will be essential, as will be the ability to build and manage relationships and solve problems.
4. The role also involves keeping our property records updated, monitoring budgets and expenditure, processing invoices and helping maintain financial control, so good administrative and organisational skills, along with an understanding of the finances around housing management are important.
Purpose and Duties:
1. To oversee and support the effective operation and performance of housing management services provided on behalf of the council. This will include being the first point of contact within the council for the managing agent on day to day issues, monitoring contractor performance and liaising with tenants and various teams within the council.
2. To work with the management agent and colleagues within the council's Housing Service and Asset Management and Property Services (AMPS) to ensure the successful mobilisation of additional stock.
3. To help with the financial administration of the managing agent contract and related matters - from arranging for payment of suppliers and overseeing timely receipt of payments from the managing agent - and liaison with finance teams, accountants and auditors as appropriate.
4. To maintain the council's residential property database, including all property build, compliance and stock condition reports and certificates.
5. To work with the managing agent to collate and hold any customer information that is needed to deliver proactive repairs, planned improvements or effectively manage a complaint.
6. To lead on the accurate and timely collation of information required for statistical returns and reports to the Regulator of Social Housing and Housing Ombudsman Service.
7. Contract management and service level agreements.
8. To assist the management of contracts with the organisation(s) providing housing management services to the council.
9. To be a key point of contact to help resolve operational issues in relation to the management of these properties / delivery of the contracted services and to deal with / refer on matters as appropriate.
10. To process invoices for payment in accordance with approved budgets.
11. To undertake and report on the review of contractors' performance, flagging up concerns to management.
12. To co-ordinate handover and mobilisation of management of additional housing stock acquired by the council.
13. To arrange, attend and document contract monitoring meetings.
