PURPOSE OF POSITION:
Community service is a court-imposed sanction whereby adult offenders are required to perform a specific number of hours of unpaid work for the community within a specific time frame as a condition of their Probation/Conditional Sentence Order. The service objectives of the Community Service Order (CSO) Program are to provide suitable placement options to offenders with a court-imposed probation order requiring the completion of community service hours. The program monitors the progress throughout the Order and provides support and encouragement to the client.
The CSO Worker creates a supportive environment in which clients successfully adhere to their court orders. S/he conducts client intake, sources and facilitates placements that accommodate the client’s abilities, skills and interests; maintains client files; and liaises regularly with supervising Probations Officers. S/he collects and compiles data and prepares regular reports for the Probation and Parole offices. S/he assists in promoting and evaluating the program, and developing new placements to better meet client needs. S/he travels as required to meet program needs.
ACCOUNTABILITY:
The Community Service Order Worker works under the guidance of the CSO Program Manager and the authority of the Executive Director to ensure program objectives are met.
POSITION REQUIREMENTS:
* Post-secondary education in a related field or relevant work experience
* Proficient in French and English
* Ability to function independently
* Ability to supervise and monitor individuals referred to the program
* Knowledge of the service landscape within the Eastern Ontario catchment area (SD&G, Leeds & Grenville, Prescott-Russell, Renfrew County and the Ottawa Region)
* Ability to work cooperatively and negotiate within the Agency and with community partners
* Ability to pivot and adapt quickly to unexpected challenges
* Knowledge of MS Office and ability to navigate program database software
* Effective communication skills, including demonstrated ability to write clear, concise reports and deliver presentations as required
* A valid driver’s license, acceptable driving record, own automobile insurance, and reliable transportation
* A satisfactory Vulnerable Sector Criminal Record Check
* Experience working with a marginalized population considered an asset
HOURS OF WORK:
Generally, 40 hours per week, Monday to Friday from 8:00 a.m. to 4:00 p.m. Some flexibility may occasionally be required.

The Adult Community Service Order Worker:
CSO Intake
Receives referrals from Probations & Parole and opens client files in hard copy, EMHware and the tracking ledger. Contacts the client to collect/confirm relevant information such as: contact information; contact orders and offences that may affect placement; special skills and previous work experience; number of CSO hours to be served; any community service completion date; placement preference; and any accessibility/mobility/disability concerns.
Placement
Assesses risks, and sources/refines a list of placement options that accommodate the client’s particular needs/abilities. Presents options to the client and provides tracking documentation. Liaises between the client and placement staff to ensure all performance expectations are clear. Monitors progress through regular contact with the client and placement staff. Addresses concerns and is prepared to find an alternative placement should the need arise. Ensures the client is aware of the completion due date.
Reporting
Ensures EMHware files are accurate and case notes are current. Provides regular client updates to Probation Officers to mitigate challenges and ensure successful completion. Prepares Termination Reports and/or witness statements to support Probation Officer enforcement activities. Provides monthly and quarterly statistical reports.
Community Service Placement Opportunities
Assists in identifying new placement opportunities, to diversify opportunities for, and better advocate on behalf of clients. Considers factors such as the location, the type of work and skills required, relationship to the offence, and the client’s needs, as well as that the placements have appropriate insurance coverage, including commercial general liability insurance on an occurrence basis for third party bodily injury, personal injury, and property injury, or that the client’s own insurance provides equivalent coverage, and that the placement provides safe and appropriate work assignments and supervision.
Program Administration
Maintains case notes and all of the required records and files on the clients referred to the program, including documentation on the referral to the program and the client’s progress in the completion of the community service. Participates in the collection of data, compiles data and prepares or assists in preparing monthly, quarterly and annual statistical reports at the request of the CSO Program Manager. Assists the CSO Program Manager in maintaining accurate statistics, and with program evaluation and quality management, including maintenance of internal database (EMHware) files to ensure seamless reporting ability for the programs. Assists in adapting and improving program content.
Program Promotion/Agency Liaison
Assists in promoting the program, and when required, assists in developing delivering written materials, workshops, and presentations to create awareness of the programs. Assists in building and enhancing partnerships with community-based agencies to ensure timely access to a range of community service opportunities. Assists in negotiating referral and monitoring protocols with these agencies.
Continuing Education/Professional Development
Maintains up-to-date knowledge of Laurencrest policies and procedures, as well as relevant legislation, policies, procedures and guidelines from disciplines related to work with vulnerable adults, specifically those with mental health concerns, addictions and developmental disabilities. Attends professional development opportunities when appropriate and financially available.
Other
The CSO Worker attends staff meetings as required, and actively participates on relevant committees and workgroups. The CSO Worker assumes other related duties as may be requested/assigned by the Executive Director or delegate.
