Working collaboratively and proactively with a wide range of stakeholders across the organisation including, Senior and Executive Medical staff, Workforce Business Partners, Finance, Medical Education and the Medical Attraction, Recruitment and Transactional Teams, the Medical Workforce Capacity plays a unique and a pivotal role in ensuring that our Medical Workforce (permanent and temporary) is deployed effectively across the Trust.
High on the agenda will be supporting the Trust in delivering its' key priorities including control of locum use and cost reduction and contributing to the delivery of key objectives within the medical workforce action plan.

Main duties of the job
You'll manage and drive the day-to-day relationship between the Trust and our agency provider for Medical Staff, troubleshooting problems as they occur, ensuring that the agency delivers agreed targets whilst maintaining good relations. You will liaise with our Clinical Management teams across the organisation and providing constructive challenge and creative solutions to, locum management and, staff deployment issues within Medical terms and conditions.
You will have the opportunity to contribute to, or lead the development of further options for temporary medical staffing by working on projects such as the development of our Medical Staff Bank and continuing to improve our rostering capacity and visibility. You will work with the Chief Medical Officers and Finance colleagues to maintain the medical workforce establishment ensuring that Trust's resources are spent effectively and post are funded
You will be responsible for managing a small team and giving oversight to the core tools and processes that support the medical workforce including, rostering, compliance with Resident Doctors contract, maintaining senior medical on call rotas, management of the temporary medical workforce and providing regular reporting to the Executive Medical Officer, Trust Executive and the ICB. A key relationship will be with attraction and recruitment colleagues to ensure their activity is aligned to support the removal of locums.

1. Bachelor's degree level qualification in a relevant discipline or equivalent medical staffing experience
2. Specialist knowledge of the temporary staffing agenda gained through a post graduate qualification or relevant experience

3. Experience of managing junior doctors rotas and of national and local requirements, especially GoSW
4. Knowledge of Medical Terms and Conditions
5. Experience of translating and analysing data and information into business/patient focused objectives and initiatives
6. Working in a collaborative multidisciplinary environment where relationship and network building is essential
7. Ability to engage and build rapport with unfamiliar areas that may be resistant to change
8. Experience in understanding the temporary staffing agenda
9. Competence in holding external contractors to account on service standards
10. Able to write clear reports and provide data on temporary staffing usage to senior management within an organisation
11. Able to demonstrate competence in using spreadsheets to provide formal reports that will be supplied to external regulators (NHS Improvement)
12. A sound understanding of the NHS Improvement rules on agency spending and how this affects an NHS Trust
