You will be accountable to the Infrastructure Group Head for the management and delivery of infrastructure projects, ensuring infrastructure capability, availability and condition are aligned with the Naval Base Business Plan and Infrastructure strategy. This will include:
Managing requirements through translating Infrastructure Objectives into User Requirement Documents and project initiation artefacts, maintaining requirements engineering throughout the project lifecycle.
Identify, report, and manage programme and project risks in line with Naval Base risk management policy, co-ordinating the planning and implementation of risk mitigations, escalating to the Infrastructure Group Head as appropriate.
Manage programme and project approvals through relevant due process, adhering to the agreed approval strategy, whilst fostering strong relationships with the approving authority, and drafting comprehensive business cases for timely approval.
Manage programme and project governance in accordance with Portfolio, Programme and Project Management (P3M); and Project Delivery Capability Frameworks (PDCF) best practice, adopting Managing Successful Programmes (MSP) principles.
Manage and facilitate project gateway reviews with relevant stakeholders.
Ensure benefits are clearly mapped and that effective realisation planning is in place for each project. Lead on communications with the relevant stakeholders to ensure that effective business change management systems and resources are in place.
Undertake effective project handover upon completion of works, ensuring that all associated ongoing maintenance requirements have been agreed in advance with the asset owner and other relevant stakeholders.
Ensure that effective stakeholder mapping and communication plans are in place for each project and programme, revalidating where appropriate.
