Intel Federal LLC (IFL) d.b.a Intel Government Technologies (IGT) is a wholly owned subsidiary of Intel Corporation responsible for managing Intel's business and regulatory compliance with Governments worldwide. Intel Government Technologies (IGT) ensures compliance and regulatory aspects for IFL, including the generation of market-specific products, focused R&D activities, and deep engagements with sponsoring Government partners. IGT develops and executes programs of mutual benefit to Government Sponsors, market Customers, and Intel's long-term strategic objectives.
In IGT, we collaborate across all of Intel: Sales and Marketing, Government Affairs, Intel Product Business Units (client, datacenter, networking, edge, FPGAs), Intel Foundry (silicon, packaging, materials), as well as the R&D, Communications, Legal, and Strategy teams at the corporate level.
This job posting is to recruit exceptional talent into a technical leadership position in one of the most unique roles in the microelectronics industry. The successful candidate will develop and execute a complex strategy working across the R&D interests of government agencies (domestic and allied) and Intel Corporation. They will be advanced in state-of-the-art R&D across the entire ecosystem focused on solving agency challenges in an optimum way, at any scale, and at any point in time. Solutions will be developed in partnership with customers who build system solutions to meet cross-domain Government challenges spanning all areas from healthcare to defense, and AI platforms to world-class security.
Specific Job Description:
This role will have significant responsibility for a core IGT/Intel research focus area. This position is recruiting for one of several R&D Strategic Pillar Leads to represent a specific pillar, spanning focus areas including, but not limited to, AI and HPC, Edge and Sensing, Security, Foundry (silicon, materials, packaging, etc.), and Novel Computing (quantum, MEMS, analog, etc.). These Pillar Leads will connect Intel's technology know-how and leadership with the unique needs of the Government. This role will drive new and sustained project growth across Intel's R&D operations while engaging with Products, Foundry, and Strategy teams when needed.
As a successful applicant, you will:
1. Work across all of Intel Corporation's activities to determine strategic imperatives for external R&D engagement in your pillar focus area based on product roadmaps, current R&D activities, and gaps in technology.
2. Engage with targeted Government Sponsored activities to determine strategic imperatives for their future platform requirements in your pillar focus area.
3. Support efforts to attract and realize funding for aligned technology R&D where there is a strong overlap between Government Sponsor strategic goals and Intel's strategic R&D objectives.
4. Establish and retain consistent approaches and methodologies to engage, evaluate, and define the value of Government opportunities.
5. Enable novel and creative use of Intel's Foundry services to meet Government mission needs.
6. Deploy strategies/processes to increase effectiveness and efficiency across IGT, Intel, and our Government Sponsor agencies.
7. Develop opportunities to increase Intel technology adoption and transition to Government use-cases.
8. Share developments and learnings continuously with your R&D team peers and the broader Intel organization.
9. Mentor, coach, and encourage the next generation of technologists, Principal Investigators (PI), and engineers advancing R&D initiatives and programs.
10. Monitor all active programs at Intel in your R&D pillar area to ensure their successful execution and conclusion.
Recognized and measurable technical excellence in both state-of-the-art and historical R&D spanning hardware and software, focused in at least one of the following technical pillars:
1. AI and HPC
2. Edge and Sensing
3. Security
4. Foundry (silicon, materials, packaging, etc.)
5. Novel computing (quantum, MEMS, analog, etc.)
Additional qualifications include:
1. Oversight and/or direct management of programs related to timelines, costs, engineering assignments, workforce requirements, and/or regular reporting of results that were in the USD25-250M program budget range spanning 2-6 years.
2. Risk and mitigation assessments and profiling.
3. Background (BIP) and Foreground IP (FIP) generation, management, and valuation.
4. Must be someone with a track record of driving results, doing things quickly and efficiently.
5. Extremely strong written and verbal communication skills.
6. Ability to work across boundaries to present a unified voice and vision of your technical area.
In addition to driving adoption and growth of Intel's technology pipeline to meet Government needs, you will partner with other technical teams across Intel and the Government to drive and maintain a comprehensive view of technical interests.
This role requires a collaborative leadership and influencing approach. The ideal candidate must be capable of influencing a broad set of internal and external stakeholders across all levels from deeply technical individual contributors to senior executives.
This job has travel expectations. You will be expected to travel domestically and internationally to Government Sponsor locations as well as to visit Customers and Partners.
Qualifications
We are seeking very strong technical candidates with clear systems-level thinking.
1. Recognized degree in Electrical Engineering, Computer Engineering, Computer Science, or a closely related field.
2. Bachelor's degree and 15+ years of relevant experience.
3. Master's Degree and 12+ years of relevant experience.
4. PhD and 10+ years of relevant experience.
5. US Citizenship required.
6. Ability to obtain and maintain a US Government Security Clearance.
7. 6+ years of experience consistently interfacing with external organizations in commercial or government sectors.
8. 4+ years of senior Technical or Managerial leadership.
9. 10+ years of experience with simulation, emulation, and analytical methodologies.
10. 5+ years of mentoring, career coaching, and leadership function demonstrated skills.
Preferred Qualifications:
1. Active US Government Security Clearance, with a minimum of Secret level.
2. Experience engagement with Government Sponsors (USG, FVEY, NATO, strategic allies).
3. Experience with various Government agency contracting methods.
4. Experience and knowledge related to EAR, ITAR, and other regulatory requirements.
5. Experience with the operations of capture, proposal, submit, and other stages of R&D program and technology development.
