What are the roles?
The Nottinghamshire Police and Crime Commissioner (PCC) and Chief Constable (CC) are looking to appoint an Independent Chair and two members to join our statutory Joint Independent Audit Committee (JIAC). The JIAC meets approximately 4-6 times per year, for up to three hours, along with staff from the OPCC, Nottinghamshire Police, and internal and external audit. One of the meetings is a private meeting with just the JIAC members and internal and external audit. Pre-meeting reading is critical to ensure active participation and productive meetings.
The Committee meetings are all held online, and members can choose whether to attend in person at Force Headquarters in Arnold, or online via MS Teams.
The Chair will also attend pre-meetings ahead of the committee meetings and have two private meetings a year with the PCC and CC. The pre-meetings are all held online, and the PCC and CC meetings can be online or in person held at Force Headquarters in Arnold.
What is the JIAC?
The Committee is made up of up to six independent members and plays a key role in ensuring appropriate governance and oversight of the Office of the PCC and Nottinghamshire Police, to ensure they operate as efficiently and as effectively as possible and make best use of public money and resources.
What do JIAC members do?
Committee members provide assurance through the examination of financial health, risk identification and management, and ensuring appropriate controls are in place to ensure all activities and processes are managed robustly.
The Committee provides commentary and advice to the PCC and CC on the effectiveness of the arrangements in place that support value for money policing and initiatives that reduce crime and victimisation. It also monitors recommendations from HMIC and other organisations, and progress of action plans to implement such recommendations.
The Chair is also responsible for preparing a report on behalf of the Committee, to the PCC and CC, on the work of the Committee at least annually.
Who are we looking for?
We are looking for enthusiastic candidates with a strong commitment to ensuring efficient and effective public services are delivered. If you have skills and experience in analysing financial information, risk management reports, and audit reports, you should consider applying for this role.
It will be helpful for applicants to have relevant experience of strategic risk and performance management, ideally acquired from previous senior roles. Applicants will have knowledge of good financial and governance practices. The Chair is required to be a qualified accountant whereas the two member roles are not.
Applicants must be:
* Independent of the PCC, Nottinghamshire Police and the Nottinghamshire Police and Crime Panel, (elected members from the organisations which appoint to the Police and Crime Panel cannot be a member of this committee)
Applicants must not have worked for the Force or Office of the PCC in Nottinghamshire in the last 4 years.
What can I expect from the role?
Training and development will be provided to members.
Appointments will be for a period of four years, anticipated to start in the Summer of 2025 and it is hoped that applicants will represent the rich diversity of Nottinghamshire's communities.
An annual allowance of £3,000 for the Chair and £1,500 for members will be available alongside re-imbursement of mileage or public transport costs. Successful candidates will be subject to the Force Vetting Procedure.
