Overview
In September 2023, the Cabinet Secretary for Health, Social Care and NHS recovery announced that a Public Inquiry would be held into the actions of former neurosurgeon Mr Eljamel and NHS Tayside. In February 2024, the Honourable Lord Weir was announced as Chair of the Inquiry.
A team is being built to take forward the work to support Lord Weir in establishing the Inquiry.
You will develop externally and internally facing communications strategies for the Inquiry. You will raise awareness of the Inquiry’s work. You will identify and present key messages, advise on content, and ensure that key stakeholders, the public, and Inquiry colleagues are kept informed. You will ensure a website, public facing media channels and general messaging are accurate, accessible, timely and informative. You will support work to consult on the draft Terms of Reference.
You will support media planning for announcements and the day-to-day press and media operations. You will maintain excellent relationships with print and broadcast media, advising and supporting the Chair of the Inquiry in his engagement across the spectrum of media.
You will have strong interpersonal skills. You will have a flexible and adaptable approach to work as the requirements of the role and the tasks will evolve and change over time depending on the phase of the Inquiry.
Important Information
The Scottish Government is preparing to implement a new HR and Finance platform. This means, the earliest possible start date for this position will now be October 2024. This date will be confirmed as your application progresses.
Responsibilities
• Developing communications strategies for the Inquiry.
• Leading on the development, maintenance and management of the Inquiry website, in collaboration with any external contractors; development and management of website content.
• Developing and managing the Inquiry’s digital and social media presence.
• Supporting work to consult on draft Terms of Reference.
• Providing media insight and handling advice to all members of the Inquiry, including the Chair and Counsel.
• Leading on liaison with members of the media, through connection to a wide range of networks, establishing a credible presence, responding to media enquiries.
• Working closely with Inquiry colleagues and contractors to ensure the smooth running and robust investigation of the Inquiry, including media activity planning.

Essential Criteria
1. Exceptional oral and written communication skills with an ability to navigate, understand and convey complex issues across a range of communications platforms and to a variety of audiences, understanding the unique needs of each.
2. Proven media relations, experience and knowledge of digital communications, and using analytics to inform strategy.
3. Strong organisational skills, remaining calm under pressure, including the judgement to balance a range of competing priorities and deadlines to deliver both short- and long-term goals.
4. Ability to build and maintain an extensive and strong network of contacts, nurturing relationships and utilising them to achieve objectives.
Location: The Inquiry offices will be in Edinburgh. It is anticipated that some work (for example, some hearings) will take place in the NHS Tayside area. You will be expected to attend the office in person for some of the week in line with current hybrid working policy and to meet the demands of the role.
