About the Role
An exciting opportunity has arisen for a Street Lighting Senior Engineer as we are currently seeking a highly motivated and skilled individual to join our Structures & Street Lighting Team at Leicestershire County Council.
As a Senior Engineer you'll be responsible for (but not limited to):
1. Taking a lead role in the management and delivery of street lighting design, S38/S278 inspections and external works opportunities, including design, estimating, consultation, contract management and supervision, to ensure that these meet current standards and that schemes are delivered to time, quality and cost.
2. Managing the technical approval of third-party highway-related street lighting and external works designs to ensure they meet current standards whilst facilitating development and encouraging economic growth.
3. Identifying and developing new commercial opportunities to generate income and manage costs effectively.
4. Providing technical street lighting advice to Members, partners and stakeholders on programmes and projects to ensure appropriate communication and dialogue takes place; including writing reports.
5. Commissioning and managing providers through new and existing contracts and to help identify and develop supply markets.
6. Performance management of services and teams through the departmental business planning process to drive continuous improvement in the delivery of Departmental and Service outcomes; monitoring and reporting on progress as required.
7. Adopting asset management principles as part of project delivery, including lifecycle planning and whole life costing as part of estimating.
8. Deputising for the Team Manager/Project Delivery Manager as appropriate.
The nature of the work may involve you carrying out work outside of normal working hours and at different locations than your designated base. In addition, you will be expected to undertake works on site in Leicestershire when required.
About You
To apply for this post, you must:
1. A degree in an appropriate subject or equivalent qualification (e.g. BTEC Higher in Electrical Engineering or similar) together with evidence of continued learning and development. OR Demonstrable experience in a street lighting setting.
2. Developing and project-managing strategic street lighting projects and works programmes, including feasibility studies, preliminary and detailed design, preparing estimates/target prices, undertaking consultations, contract administration, technical site supervision and financial monitoring and payments.
3. Have sound technical and practical street lighting knowledge, including lighting design, undertaking electrical cable calculations to BS7671 and associated design standards and legislation. A working knowledge and use of AutoCAD, Lighting Reality, Cable Calc software and Highways Asset Management Systems (Confirm).
4. Working in a commercial environment and delivering projects and programmes to time, quality and cost.
5. Supervising and managing members of a team, both in technical aspects and performance management. Substantial practical and technical street lighting knowledge to support the team in street lighting design, maintenance and installation techniques, and good knowledge of health and safety legislation.
6. Interpreting and writing technical and non-technical reports and providing technical advice on street lighting related matters.
7. Excellent communication and presentation skills including the ability to shape and influence to achieve successful outcomes and to continue to build on the credibility of the Council and its services. You can connect with communities and localities through listening, dialogue and understanding community needs.
