Description Recruitment and Talent Consultant | 7794 | Permanent Contract | 37 hours per week | £42,463 to £46,732 per annum (Scale K) | County Hall We’re looking for someone with a strong recruitment and talent background to join the talent development team here at Norfolk County Council in a Consultant role. This is a great opportunity to get involved in all aspects of attracting, recruiting and retaining the talent we need to deliver our wide range of services. The talent development team have a broad remit, with responsibility for the continual improvement of our recruitment processes, our EVP and employer brand, our approach to talent management and workforce planning, and our early careers programme. This role will be aligned with our Adult Social Services directorate, so will have ownership of all related recruitment activity, as well as involvement in projects that sit at an organisational level. It's a fast-paced role in a complex environment, where you will need to juggle multiple priorities and projects, as well as building relationships with key stakeholders. To be considered, you’ll need a proven track record of experience in a recruitment / talent / HR role, ideally in a large environment. In addition, you’ll need: A great understanding of what a good recruitment process looks like. You’ll be able to help shape campaigns, advise on advertising options and assessment methods, and will be used to working closely with hiring managers to deliver results. Experience of workforce planning. You’ll be used to working with data sets to help understand workforce challenges, and building plans to ensure the workforce continues to evolve to meet future demands. Strong knowledge of employer branding, ideally including employee value propositions. You’ll understand the impact of having a great employer brand, and what the key influencing factors are, including the importance of the recruitment experience. First class relationship building, communication and influencing skills. You’ll need to be able to partner effectively with key stakeholders at all levels across the organisation, providing advice and guidance but also challenging where required. A positive and proactive approach. There’s lots to do, so you’ll need to be flexible and able to prioritise your work. You’ll need good attention to detail, but with the ability to deliver at pace. Experience of international recruitment / visa sponsorship, DBS checks / safer recruitment, high volume recruitment, local authorities / public sector, and HR systems (ideally Oracle) would be highly beneficial. This role will have line management responsibility for one other person, so previous experience in a manager / team leader role would be useful, although this is also a good opportunity for someone to build their experience in this area.
