The role of the post holder is to support the Directorate Manager-Specialist Palliative Care in the management and delivery of high quality, clinically effective and cost-efficient services within the Directorate. The post holder will have delegated management responsibilities for the service in the absence of the Directorate Manager.
The post holder will be expected to work autonomously and take responsibility for their own workload. They will provide advice and guidance to ensure that the directorate provides effective planning, performance development, and project management work into the Division.
The post holder will support the Directorate Manager in all aspects of business and operational service management, taking the lead on specific projects as defined by the Directorate Manager. This includes presenting data to the Divisional Management Team and articulating findings to identify improvements, following through with timescales for delivery.
The post holder will provide day-to-day management of the administrative staff working within the Directorates.
The post holder will be required to promptly investigate and formulate responses for formal and informal complaints on behalf of the Directorate.
The base of the post holder will be agreed, but there will be a requirement to work at other sites within the Health Board as and when required.

Main duties of the job

Job responsibilities
Management and Leadership
To support the Directorate Manager to direct, lead, and motivate the Directorate, ensuring a high standard of professionalism, efficiency, and effectiveness in the delivery of services, ensuring that activity is fully aligned to the business of ABUHB and is in accordance with local and national policy and laws.
To support the Directorate Manager in resource planning, standard setting, performance management, management of change, and team and individual development as required.
To ensure that the ABUHB aims and objectives are clearly communicated to the staff within the teams and that information flows both up and down the Organisation.
To support the Directorate Manager on an ongoing basis regarding the development of strategy, financial plans, targets, cost improvements, and standardisation of services.
To work with the Directorate Manager to ensure a culture of continuous improvement and professional excellence is achieved.
Support the management of the Secretarial and Administration support.
Operational Management
Support the Directorate Manager in collaboration with the whole system health community to shape future service provision for patients with complex needs.
Support the Directorate Manager to provide robust plans to ensure that the Directorate is well placed to manage service demands.
Support the management and reporting of incidents, analysing, highlighting risk areas, and identifying areas for improvement.
Lead on the management of risk management processes within the Directorate, in collaboration with the Directorate Manager.
To take a lead role in recruitment, selection, and retention of Admin & Clerical staff in line with Workforce and Organisational Development Policies and procedures, including compiling adverts, job descriptions, person specifications, and interviewing and selecting appropriate staff.
To provide day-to-day management of the administrative and Secretarial staff working within the Directorate on sites, requiring close liaison with the administrative support services on other acute sites to ensure continuity of management.
Ensure relevant workforce procedures and policies, such as PADR, Recruitment and Selection, Sickness, Annual Leave, and Disciplinary are followed at all times and monitored to ensure effective reporting of compliance.
To be aware of the contents of the Health Board Financial Control Procedures and Standing Orders concerning payroll responsibilities; to ensure the appropriate completion of all enrolment forms and be responsible for authorising the staff changes form following a change to an employee's status and submitting staff change forms to payroll in compliance with the payroll processing timetable.
To support the investigation of both formal and informal complaints, as delegated by the Directorate Manager, including clinical complaints. This involves dealing with sensitive, confidential clinical information and liaising with Consultants and other Senior Clinical staff to formulate a draft response to the complainant from the Chief Executive.
To support service improvement projects within the Directorate.
To ensure that patient public engagement is sought in service re-design.
Communication and Relationships
To support good effective communication with the Directorate and wider teams, including third sector organisations (hospices).
To use and understand complex information and multi-factorial strands of communication both inside and external to the Organisation to ensure effective management within the Directorate.
To work with the Directorate Manager to manage change by providing and receiving complex and sensitive information where there may be barriers to acceptance and to overcome these using the highest level of interpersonal and communication skills to ensure agreement/co-operation from staff at all levels within the organisation.
To provide support to the Directorate Manager in relation to sensitive, complex, and possibly distressing service user complaints and serious incidents.
Analytical and Judgement Skills
To support the Directorate Manager with the analysis of complex facts and figures and situations, interpretation and comparison of a range of options to ensure the effective daily management of the Directorate.
To work with the Directorate Manager to ensure effective operational and strategic management of the Directorate.
To undertake qualitative assessment to compile business cases to feed into service delivery and strategy to ensure compliance with set targets.
To support the Directorate Manager to create written and numerical reports from internal and external sources that promote the evaluation and performance management of the Directorate.
Use of recognised modernisation tools to evaluate and improve existing processes, e.g., the use of process mapping techniques to collect and analyse activity data for services. This includes devising an appropriate format to collect data, analysing the outcomes, and presenting findings to clinical and non-clinical staff along with a recommended course of action to improve service.

Person Specification
Education
* Degree and a Recognised Management/Leadership postgraduate diploma level qualification or equivalent relevant demonstrable experience.
Experience
* Experience of operating at management level within an NHS service/department.
* Relevant general/operational service management experience.
* Experience of producing business cases.
Skills and Knowledge
* Ability to work within a multi-professional team and influence others.
* High level communication and interpersonal skills, able to explain complex information to service users, Health Board Management, and other agencies.
* Detailed knowledge of personnel procedures and policies such as PADR, Disciplinary, Recruitment and Selection, Equal Opportunities.
