Title of Post:IT Manager Reports to:Director of HR and Corporate Services Main Duties The IT Manager reports to the Director of HR and Corporate Services and manages the IT function of the Office. The role holder ensures ongoing support and maintenance of all IT infrastructure including the management of the SLA with IT Assist and updating and maintenance of a Secret Network. Key Responsibilities Deliver, configure, implement, manage and monitor organisational network(s), IT hardware, Line of Business applications and software across multiple instances. To manage the Offices ongoing relationship with contracted IS service providers to ensure the effective provision of: - ICT infrastructure and networks - User account maintenance and systems access - Licences and certificates management - Desktop/Laptop provisioning and support mobile connectivity - Cyber security - Systems back up and alerts. To enhance ICT systems capabilities in support of business development and service improvement and contribute to the ongoing identification and implementation of improvements Act as the Offices IT Security Officer (ITSO) to implement and ensure appropriate security protocols requirements are in place on all ICT products used by the Office and act as the first contact on all Cyber Security related incidents Manage and implement all Office Application/NWs accreditation processes with the Offices Accrediting body To ensure effective arrangements are maintained for the management and use of the Offices line of business systems, software and applications, including Case Management, Records Management, Finance and HR To work with the Executive and Senior Leadership teams to develop, implement and review IT processes, policies and procedures in line with legislation, relevant Codes of Practice and best practice to support teams to ensure compliance Test, update and maintain IT Systems Data Recovery Plan and Business Contingency measures for the Offices Secret Network Manage the effective procurement of ICT systems and digital services including the development of economic appraisal/business cases as required Perform protective monitoring of all systems Management of encryption key material To effectively manage the IT team and ensure provision of high quality, consistent advice and support to management and employees Management and delivery of the IT Helpdesk to staff. Work collaboratively with staff across the Office and ensuring effective working relationships with key stakeholders including IT staff in other criminal justice organisations and the wider NICS. Contribute to key organisational change projects in particular the Case Handling system and Accommodation projects To attend working groups including SLT and the Information Assurance and Security Group meetings and provide advice to ELT and SLT members To ensure compliance with Section 75 duties of the Northern Ireland Act 1998 by having due regard to the need to promote equality of opportunity To have responsibility for all records held, created or used as part of the business, including corporate and administrative records whether paper-based or electronic and also including emails, in line with General Data Protection Regulations (GDPR) and the Law Enforcement Directive as well as the Data Protection Act 2018. PERSONNEL SPECIFICATION Essential Criteria Candidates must have: A third level qualification (a degree or equivalent, e.g. NVQ Level 5) in Computing, Software Engineering or other discipline relevant to Information Systems and Information Technology and at least 2 years working experience in an ICT role which included responsibility for direct delivery of ICT projects, systems and / or strategies OR In the absence of a third level qualification as outlined above, at least five years working experience in an ICT role which included responsibility for direct delivery of ICT projects, systems and / or strategies. Four years demonstrable experience in at least four of the following areas: Implementing Information Technology (IT) services that have led to improvements in organisational services and benefits. Delivery of successful major IT projects which have been impactive and led to step change in resourcing / delivery within your organisation. Leading and developing a team to deliver IT services, whilst meeting competing objectives. Interpreting and communicating technical issues to senior management, to influence key decisions.
