Job summary
The Lead Nurse will be the registered Manager at BHFfor CQC purposes and be responsible for nursing clinical leadership across allservices. They will, in conjunction withthe Chair, the Board and the Senior Management Team develop the clinicalservice strategy for BHF. Responsible for leading, maintainingand developing clinical and patient care standards across Barnsley Healthcare Federation,including Infection Control, Quality, and Clinical Governance. The successful candidate will have a masters qualification or equivalent and will be also responsible for holding the clinical workforce to account.

ClinicalResponsibilities and Patient Experience
1. Accountablefor the Clinical direction of BHF taking the lead in preparing the organisationfor inspection and audit
2. As theSafeguarding Lead for BHF, you will lead on all aspects of the adult and childsafeguarding agenda maintaining clinical/professional competence andcredibility across the service including supporting Health care professional onmatters which can be complex, emotive or sensitive and working in partnershipwith other organisations Safeguarding Professionals to ensure that allsafeguarding statutory requirements are met
3. Be accountable together with theMedical Director for medicine management and provide processes for allcolleagues to support better and more cost-effective prescribing, as well ashelping patients to manage medications better.
4. Support theMedical Director to reduce the likelihood of medication errors and patientharm.
5. Actas Clinical Lead for vaccination services, supporting both the wider team andthe national booster agenda.
6. To monitor Federation performanceagainst activity plans, standards, targets and budgets and intervene and takecorrective action where appropriate.
7. To put in place and review plansfor managing increased demands in practices across the Federation affecting thenursing workforce in demand during winter.
8. Contribute to the corporatemanagement and strategic development of the Federation which will includedeveloping and managing care programmes as appropriate introducing new services
9. Lead on publicand patient engagement and experience, developing a culture where this isvalued and fostered across all specialities and disciplines; ensure Friends andFamily data is collated and reported to the Board.
10. Topromote the delivery of effective strategies and action for the recruitment andretention of nursing staff, management and reduction of sickness absence,continuous professional development and minimisation of agency usage.
11. Bethe Caldicott Guardian for the organisation ensuring that the personal informationabout those who use its services is legally and ethically maintained, alwaysensuring confidentiality.
12. Toadvise, support and provide information to the Board and senior managementteams on the quality and safety of care relating to nursing.
Leadership, Management and Administration
13. Provide strong and visible leadership to theworkforce and wider community and promote openness and involvement of stakeholdersin all areas of the Federation.
14. Tomonitor nursing resources for effective and efficient deployment.
15. Responsiblefor promoting professional standards and development of those standards. Managing staff and holding individuals toaccount, in line with Federation policies. This includesensuring effective two way communications and continuous staff developmentthrough the Federations Personal Development Review process.
16. Tocontribute and where appropriate provide advice, guidance, information,training and support to BHF at all levels, in relation to Emergency Planning/Resilience/BusinessContinuity matters, covering all the requirements of the Civil ContingenciesAct (2004) ensuring operational coordination of immediate response
17. Accountablefor the Organisations compliments and complaints procedures and processes
18. To practice and promoteeffective two way communication and involve the board and federation members inthe planning and review of new services.
19. To support student nurses on theirplacements, liaising with both the clinical and admin team to support thenurses in their development
Clinical Governance
20. Ensure that effective qualitygovernance systems and structures are in place toensure the delivery of safe, effective and high-quality healthcare.
21. Ensure there are systems in place to monitor and continually improve standards of care and meet legaland NHS requirements.
22. Maximisethe contribution of all colleagues and in particular front line colleagues inthe development and implementation of the quality governance agenda.
23. Promotea culture where quality governance and risk management are everyonesresponsibility.
24. EnsureSerious Incident (SI) process is followed amongst staff, ensuring good practicein investigations to ensure high quality learning and visibility of the themesand action taken.
25. Usebenchmarking tools and techniques to identify best practices from the widerhealth community and their relevant application locally.
26. Driveservice improvement by encouraging learning from benchmarking surveys.
27. Leadand promote the implementation of changes and improvements to practice andsystems in support of the national patient safety and complaints agenda.
28. Ensure delivery of a robust risk management system thatidentifies risk and manages it accordingly.
Organisational Development
29. To ensure the visibility of senior managementthroughout regular presence and other means of communication.
30. To promote the integration services across sites,ensuring that effective team working is encouraged, and service viability ismaximised.
31. To ensure that the incentives driving behavioursand activities within BHF are aligned with the corporate strategy and agreedobjectives.
32. To establish mechanisms that facilitate opendiscussion leading to sound, co-ordinated operational management of all areaswithin BHF CIC
33. To lead and support, in conjunction with other SMTmembers the development of management skills and capabilities throughout theorganisation.

35. To act as a Nurse Ambassador and contribute to thewider health and organisational agenda in the region and as appropriate.
Infection Prevention and Control
36. Provide assurance to the Board that InfectionPrevention and Control policies are fit for purposes and ensure effectivesystems for the prevention and control of infection are embedded across theorganisation and audited.
37. Act as the focal point for integrating preventionand control of infection within the Local clinical governance/patient safetysystems.
38. Ensure that the protection of patients frominfection received the highest priority across the BHF CIC
39. Ensure that the Board and SMT are aware of issuesconcerning the prevention and control of infection and that these areconsidered when corporate decisions are taken.
40. Lead the development and oversee the implementationof BHF annual prevention and control of infection annual audit programme.
41. Produce an annual report on the state of healthcareassociated infection in BHF CIC and act as an ambassador for infectionprevention and control at a local level
42. Oversee infection control policies and theirimplementation.
Quality
43. The post holder will strive to maintain qualitywithin the Federation and will
44. Act as a BHF CIC Lead with Medical Director forQuality Agenda.
45. Work with the Chair / Chief Operating Officer /Medical Director ensuring mechanisms are in place for the production of anannual quality update.
46. As a lead for Quality, ensure that there aremechanisms in place across the organisation for improving the PatientExperience.
47. Alert other team members to issues of ClinicalGovernance, quality and risk and participate in Significant Event Analysisreviews

Essential
51. Registered nurse.
52. Minimum of a Masters level degree or equivalent.
53. Extensive experience at a senior clinical level, with evidence of working across a large complex health care organisation

55. Experience at being able to identify a problem, find a solution and implement and sustain a change in clinical practice across a complex directorate/ organisation
