Job Description To be a member of a team responsible for managing and maintaining assets within road maintenance activities with particular responsibility for the development and management of a high quality, efficient and effective roads maintenance service. To contribute to policy development, asset management planning, the development of service improvement plans & performance reporting within Roads Maintenance. This is a 36.25hrs/week post which benefits from flexible working hours, and an annual holiday entitlement of 28 days 7 Public Holidays, rising to 33 days 7 Public Holidays after completion of 5 years' service. The post is based at Ashgrove Depot in Elgin, though the successful candidate will be required to work on sites throughout Moray. The post can also include an element of hybrid working from home. Requirements Assist in the preparation and monitoring of the Annual Revenue and Capital Roads Maintenance Programme. Undertake the design, procurement and supervision of Roads Maintenance Works in accordance with Departmental procedures. Assist in estimating, tendering, construction and financial control of both in-house and external Contractors in accordance with Departmental and other section/department procedures. Deal with service enquiries and complaints. Asset management of relevant asset groups including contributing to the development, monitoring and improvement of the Roads Asset Management Plan and related processes. Contribute to sourcing income generation opportunities for the roads maintenance service and support the process of bidding for one-off funding opportunities. Assist in compliance & the delivery on the requirements outlined within the New Roads & Street Works Act 1991 and associated Codes of Practice, and also deal with matters relating to the Roads (Scotland) Act 1984. Assist in compliance and maintenance of the Quality Management System. Assist in compliance with Health and Safety at Work Policies and Regulations including the Construction (Design and Management) Regulations 2015. Assist in ad-hoc and routine inspections of Council roads. • Information handling and reporting. Information handling and reporting. Maintain computerised data management systems. Manage staff resources and allocation of work. The Individual IT knowledge covering a range of packages and business systems relevant to the service area. Experience in the design, administration and supervision of roads maintenance/construction works. ONC/HNC in civil engineering or equivalent with experience in roads maintenance / construction work. Excellent oral and written communication skills. Ability to work, on own initiative, to a strict timetable to meet deadlines and record information accurately. Self-confident and self-motivated You will be expected to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the Service. Due to the rural nature of Moray this is normally undertaken by use of a car/van. Familiar with general purpose software packages. Ability to identify and manage resources.
