Interim Partnership and Commissioning Manager

36 hours Monday - Friday, normal working hours

City: WANDSWORTH, LONDON
The main purpose of this role is to lead and develop Work Match’s major partnerships in Wandsworth, Richmond and Kingston. You will also commission and contract manage employment support services in these areas.
Key Responsibilities:
1. Work with colleagues in the council and wider partnerships across three boroughs to establish and maintain strategic partnerships and links with statutory organisations, training providers, community organisations, voluntary groups, and senior community representatives.
2. Collaborate with the wider Employment and Skills team and other council teams (e.g., Leaving Care, Youth services, Social services) to establish partnership arrangements with relevant organisations to support the councils’ employment and skills agenda.
3. Liaise, direct and negotiate with senior management within Prime Contractors to oversee and steer external employment support provisions that are the devolved responsibility of the SSA, such as the Work and Health Programmes (WHP) and Job Entry Targeted Support (JETS), to maximise achievement and ensure alignment with local priorities.
4. Remain abreast of policy changes at regional and national government levels to ensure that Council and partner provisions remain relevant. Awareness required of the full range of Government funded initiatives and developments in addressing unemployment and worklessness.
5. Liaise with Operational Managers to highlight potential gaps in our service offer and work to identify potential stakeholders/partners who can support our offer.
6. Develop expertise on available funding opportunities and timetable for application.
7. Lead for Work Match on external funding bids and new project development within the employment and skills agenda, requiring creativity in bid design, negotiation and management of partner priorities, maintaining overview of application timetables and ensuring quality bid completion and submission.
Key Requirements:
1. Knowledge of current DWP government initiatives & experience of ESF programmes.
2. Knowledge in the employment and skills sector.
3. Understanding of how to overcome barriers to training/employment facing disadvantaged individuals.
4. Knowledge of procurement and contracting.
5. Previous experience of IAPT services with senior experience in IPS (individual placement support) and SEQF (Supported Employment Quality Framework).
6. Experience of stakeholder management.
7. Experience of project development & management.
8. Local government background.
9. Strong communication skills – written and verbal.
