Main duties of the job
The ideal candidate will have demonstratable experiencewithin public sector procurement in tendering, facilitating procurementprojects and developing procurement forward plans. The candidate will haveexcellent stakeholder engagement skills, the ability to lead procurement meetingsand influence procurement plans, prioritisation of work, and in addition beable to use e-Tendering systems and work on their own initiative.
The ideal candicate will act as an advocate todrive improvements in the development and implementation of procurementdocumentation, policies and ways of working to achieve best practice andcompliance. Managing and mentoring asmall number of procurement professionals, supporting individuals to developtheir knowledge and skills to progress and improve peformance will be a keyelement of the role and is a perfect opportunity to develop and enhance yourmanagement and leadership skills.

Essential
6. MCIPS (Member of Chartered Institute of Procurement and Supply) or equivalent experience.
7. Evidence of continued professional development.
Desirable
8. Project Management Qualification (such as PRINCE2) or equivalent experience
9. Higher level Management / Leadership Qualifications (such as Honours Degree, Post Grad or Masters) or equivalent experience and academic ability for the demands of the post.

10. Proven experience of managing within a complex procurement environment at a senior level that demonstrates
11. expert knowledge in EU / UK procurement legislation and its application
12. proven experience of managing large complex procurement programmes that cut across a variety of stakeholders

21. Highly developed specialised knowledge of Public Contracts Regulations 2015 and its application within the public sector. This knowledge must be underpinned by theory and a wealth of experience.
22. Proven track record of forging robust stakeholder relationships with the skills to on-board and motivate stakeholders throughout a programme of work.
23. Working knowledge of project management and project forward planning underpinned by applied experience.
24. Strong communication skills and persuasiveness in presenting, negotiating and influencing all levels of Trust staff and external agencies

26. IT Skills literate in Microsoft packages including Outlook, Word, Excel & Powerpoint
