Bootle Job Summary As Planning, Finance, and Procurement Division (PFPD), our core activities are critical to the effective and efficient way that HSE delivers its strategic objectives. We are the custodian of the system of internal control and ensure effective governance processes are in place. At the same time, we drive the planning processes to ensure we can deliver our regulatory activity with an agreed financial budget and with appropriate mechanisms to monitor and analyse performance against these targets. This is an exciting opportunity to play a key role within the PFPD Finance function. You will work within Central Finance, leading a small team alongside the Head of Financial Accounting and Reporting supporting HSE’s audit, the production of the Annual Report and Accounts and other key financial processes, providing advice to both senior colleagues and Finance Business Partners. Job Description You will support the Head of Financial Accounting and senior colleagues, providing advice on a range of accounting and reporting issues such as balance sheet queries, VAT, fixed assets and bad debt, ensuring HSE complies with HMT's Consolidated Budgeting guidance and adheres to Managing Public Money. Across a typical month, you will initially focus on production of monthly financial accounts, ensuring all key financial statements and supporting notes are free from material error. You will lead and coordinate the production of HSE’s balance sheet reconciliations, liaising closely with Finance Business Partners to drive the process to deadline, prioritising areas of materiality and volatility such as accrued and deferred income. You will play a central role in assisting with detailed financial statement reviews to provide Finance and Senior Leaders with high quality information on which to base decisions. You will also play a crucial role as HSE’s audit liaison with NAO, enabling the timely production of our Annual Report and Accounts. You will be supported by a small team of part-qualified finance professionals and trainees, which you will lead, providing support and direction and ensuring they adopt a culture of continuous improvement. You will also take the lead with HSE’s fixed asset register, ensuring it is up to date and accurate with asset additions, adjustments and disposals captured in a timely manner. Your time in the office will involve training, coaching and working closely with Central Finance colleagues during key points of the financial calendar.
