These roles are an exciting opportunity for outstandingfinance professionals to join a growing and evolving management accounts team.We have 2 Senior Management Accountant posts that will be pivotal in supportingDorset ICB with accurate and timely financial reporting, analysis and advice.
You will be joining a large and busy management accountsteam playing a key role in;
* Helping shape the management accounts function as part of themove towards a fully developed Integrated Care System
* Act as finance lead for nominated business functions, providingexpert financial advice and guidance to support senior managers in theirownership and delivery of budgets
* Primary Care and Prescribing (£310m budget)
* Mental Health and Community Services (£300m budget)
* Personal HealthCommissioning (£130m budget)
* Dental, Pharmacy, Optometry, and Specialised Commissioning (£70mbudget)
* Corporate Services incl.staff budgets and corporate running costs (£45m budget)
* Support, design, develop and apply implementation of systemswhich deliver the monthly management accounts processes in line with bestpractice and ensure value for money for the ICB
* Leading and developing a small team of highly motivated financeprofessionals
Main duties of the job
The successful candidate will;
* Have, or be working towards, a full CCAB / CIMAqualification.
* Substantial track record as an experienced management accountant
* Be a strong verbal and written communicator with a provenability to convey complex data to non-finance colleagues.
* Have excellent analytical skills with an attention to detail.
* Be experienced in leading and managing a team of financeprofessionals.

The Senior Management Accountant is a senior member of the finance team and isresponsible for:
* Lead Finance team in delivering full range of tasks associated with ensuringaccurate and timely financial reporting, together with effective financialmanagement and control. Support delivery of ICB objectives, both financial andoperational and provide challenge to expenditure, ensuing delivery of VFM forthe ICB.
* Act as finance business partner for the ICB finance team, supporting financialaspects of transformational work and acting as finance lead to support thebudget manager in their ownership and delivery of corporate budget.
* Support design, develop and apply implementation of systems which deliverthe monthly management accounts processes in line with best practice and thelatest ISFE requirements.
* Lead on ensuring that invoices and payments are processed and scheduled onan accurate and timely basis in accordance with their contracts, agreementsand national policies.
* Ensure the regular production of quality reports and analysis that provide timely,responsive and accurate business intelligence for decision making against keyobjectives and priorities.
* To provide expert knowledge as main ICB point of contact for nominatedbusiness function(s) including acting as finance interface with NHS Englandand other external stakeholders.
* Deputise for the Deputy Head of Management Accounts at month end,meetings and as required.
* To maintain a professional manner in all aspects of services provided to allstakeholders, including responding in a timely fashion with clearcommunication, and consistent with conduct expected of an ICB employee.
Person Specification
Experience
* Relevant experience of working in a finance team in a complex organisation
* Proven track record of working under pressure to strict deadlines.
* Experience of dealing with internal and external Stakeholders.
* Direct management of a relevant functional or multidisciplinary team.
* Able to produce new approaches and new views of old problems and look beyond existing structures and organisations to produce solutions.
* Knowledge of finance IT systems and knowledge of system development
* Able to carry out financial appraisals and report on financial matters.
* Previous experience of training and motivating teams and appraising performance and development of needs as required.
* Demonstrate a flexible approach and be able to work effectively as part of a team in a challenging environment.
Skills, abilities and knowledge
* Able to take initiative and be proactive, plan workload, set priorities, meet deadlines within sphere of responsibility to achieve positive results.
* Possess and effectively use excellent IT skills, packages such as, Excel, Word, Outlook, Finance Systems etc.
* Advanced use of Microsoft Excel
* Able to communicate effectively, both orally and in writing, with diverse audiences, including ability to communicate complex financial information.
* Ability to problem solve and develop creative solutions.
* Advanced data analysis and reporting skills.
* Experience of interpreting guidance and ability to transfer this to non-specialist staff.
* Ability to work without supervision and to tight deadlines.
* Ability to work well under pressure.
* Evidence of continual professional development
Qualifications
* CCAB/CIMA Accountancy Qualification, or candidates that are currently studying with a view to becoming qualified.
* (CCAB qualifications have been agreed as being the same level as a masters degree by the NHS Finance Development Network)
