Group Director of Midwifery
The Group
North Tees and Hartlepool NHS Foundation Trust and South Tees Hospitals NHS Foundation Trust have formally agreed to form a group to enable closer working across the two organisations. The group model means that the two organisations remain separate so they can represent their communities really effectively, but it has the flexibility to enable the trusts to work at scale to take strategic decisions which benefit the group as a whole and the patients we serve.
The role
The Group Director of Midwifery will lead and advocate the delivery of high standards of maternity and women's care across integrated care pathways and services, overseeing operational delivery. Professional midwifery leadership is a key and fundamental function of the Group Director of Midwifery role, professionally accountable to the Group Chief Nurse, with a focus on the strategic delivery of high standards of midwifery and women services across the Trust.

Main duties of the job
Main duties will include:
1. To contribute to the financial management and maximise value for money, effectiveness and productivity. Ensure all resources are deployed to achieve best outcome and that all schemes are assessed for their impact on quality.
2. Ensure business cases are robust, identifying both the operational and financial implications of options including the management of risk and impact on other stakeholders both internal and external to the Group.
3. To ensure there is a robust communication framework that engages staff at all levels, promoting involvement in decision making and the delivery of corporate objectives.
4. Participate in the on-call rota and be responsible for ensuring all service level agreements and key performance targets, including waiting times and waiting lists.
5. To develop, facilitate, co-ordinate and evaluate a programme of maternity education and training across the Group.
6. Lead on and contribute to the development of midwifery profession through proactive involvement in local, regional and national forums, represent the Trust on midwifery and maternity issues.
7. Interpret overall health services policy and strategy in order to establish goals and standards. Contribute as required in coordinating the Trust's response to national directives, ensuring local application.
8. Provide professional and operational advice and guidance at a senior level and expert advice to the Board and the Group Chief Nurse.

Essential
1. Extensive knowledge and understanding of clinical governance and quality improvement methodology
2. Demonstrable experience of managing risk, complaints, governance processes and quality standards
3. Effective financial management of budgets and resources
4. Empathy and clear understanding of a values based approach to leadership
5. Delivery of major/complex projects to quality, time and cost
6. Broad understanding of health and healthcare national policy frameworks
Qualifications & Training
Essential
1. Registered midwife practitioner on the NMC register
2. Educated to SCQF level 11 e.g. Masters (or equivalent) plus significant experience in a senior midwifery management/leadership role
Experience

1. Extensive experience leading the development and implementation of system wide patient experience projects and other large scale projects
2. Comprehensive strategic knowledge and experience of NHS Health and Social Care systems
3. Significant senior professional midwifery leadership and management experience in the NHS
4. Experience of contributing to the National Agenda
5. Experience of staff management, including education and financial monitoring
6. Significant and demonstrable track record of success in strategic planning, service improvement and monitoring of high-quality standards of care and the patient experience, in the planning and delivery of successful organisational change and in proactive partnership working internal and external to the organisation
7. Record of achievement in the delivery of transformational change to deliver service improvement and benefit
8. Understanding and experienced in the application of performance management systems
9. Experience of audit and research
10. Experience in development and delivery of education
