There isn’t a specific office presence dictated; however, the person appointed will be required to attend the building as needed, whether for in-person meetings such as School Forum, or committee chair briefings, and for team events when they are held.
The Corporate Finance team is where you will provide technical financial advice, largely around revenue accounting issues. You will monitor a range of technical corporate accounts including suspense, holding and control accounts, close the annual accounts, and manage external audits. Also, support technical aspects of finance systems work.
Besides being part of the technical finance team, a part of this role includes responsibility for risk and insurance. Therefore, knowledge of the insurance industry and its procurement along with an understanding of risk frameworks is beneficial but not essential.
Key Responsibilities:
1. Understand the business needs of allocated client service areas and the Directorate, providing expert support for value for money and service improvement.
2. Provide monthly reporting, analysis, and insight on budget performance, identifying drivers, gaps, and actions to improve performance.
3. Research alternative service delivery models and collaborate with budget managers to implement innovative solutions.
4. Identify and participate in improvement projects, supporting the preparation and delivery of efficiency plans for long-term financial planning.
5. Support ring-fenced accounts, including updating the 30-year HRA Business Plan and financial information for the DSG.
6. Build strong relationships with senior stakeholders, external partners, and government departments to ensure financial viability and effective delivery of initiatives.
7. Interpret financial performance for council-wide services, advising managers on options to achieve required efficiencies and stay within budget.
Key Requirements:
1. Hold a CCAB (or equivalent) qualification
2. Substantial knowledge and experience of the insurance industry, including knowledge of premiums, claims handling, claims performance reporting, insurance brokerage, and insurance procurement.
3. Must have experience of working directly with insurance contractors and financial claims management.
4. Experience of monitoring a range of technical corporate accounts including suspense, holding, and control accounts.
5. Experience of analysing, interpreting, and presenting financial management to key decision makers on challenging issues.
6. Experience of resolving complex technical accountancy issues within an organisational environment.
7. Ability to close annual accounts and support external audit.
8. Able to lead a team and establish excellent working relationships with senior colleagues and customers.
9. Ability to pick out salient points without knowing the whole detail of complex issues.
Desirable:
1. Working with insurance service in public sector body.
2. Understanding of risk frameworks.
